CALL FOR EXPRESSION OF INTEREST

Ex-post evaluation of the Budget Support Program to Respond to Climate Change (SPRCC)

1 – Agence Française de Développement (AFD) promotes a new approach to ex-post evaluation of its operations, which aims to systematically assess the whole set of AFD-funded projects and programmes immediately after their completion. This approach responds to a twofold concern: on the one AFD wishes to convey transparent information on the suitable use of the amount of public funds for which it is accountable; on the other hand it considers ex-post evaluation as a very effective means to gain in-depth understanding of the short-term outcome from its activities as well as of their long-term effects. The learning process by implementing immediate follow-up of the operations outcomes allows AFD to improve operational planning from past interventions and to further reinforce the dialogue with its partners though sharing experiences from the field.

2 – Ex-post evaluation task implementation involves three distinguished actors: AFD, the financing and managing institution; external international consultant/technical expert, whom the evaluation task is entrusted to; and finally, the operational partner of AFD, who is usually the contracting authority for the evaluated project and whom the outcome from the evaluation is address to and shared with. Each evaluation task entails examining the performance of the projects and programmes in line with the five criteria recommended by the OECD’s Development Assistance Committee (DAC), namely: relevance, efficiency, effectiveness, impact and sustainability. To these five, AFD evaluations add a sixth criterion, which specifically looks at the value added of the operational intervention.

3 – Against this backdrop, AFD plans to hire a consultancy firm to carry out the ex-post evaluation of the Budget Support Program to Respond to Climate Change (SPRCC). SPRCC aims to support the Government of Vietnam (GoV) in mainstreaming climate change within its national economic planning and strategy. It does so by fostering decision making effectiveness and policy action selection on both climate change mitigation (GHG emissions reduction) and adaption (control of climate-related extreme events). AFD financial contribution to the SPRCC is based on the satisfactory implementation of the climate policy matrix approved by the GoV’s Prime Minister. The evaluation task will cover the 2012-2017 SPRCC implementation time period, which corresponds to SPRCC funding tranches from 4 to 7 including both policy loans (for a total amount of 140 M.EUR), policy dialogue and technical assistance (TA) operations under AFD financial support.

4 – The SPRCC evaluation task will specifically address the relevance and effectiveness (by considering both direct and ancillary effects) of AFD financial contribution to the SPRCC. The aim of this exercise is to assess the relevance of the financial and technical resources (e.g., funds, policy dialogue, TA) mobilized by AFD to the benefit of the SPRCC, to investigate their outputs and outcomes on a variety of components related to aid efficiency (which include among others, improved predictability of the disbursement of funds, reinforced coordination among concerned institutional actors, increased capacity building, reduced transaction costs), as well as to assess the potential contribution of AFD to strenghtenging the policy supported (observed improvements in policy formulation and execution processes as well as in public financial management) and the institutions.

The evaluation task will be based on a three-stage approach:
I. structuring the evaluation process;
II. carrying out the evaluative analysis;
III. presenting the conclusions of the evaluative analysis and recommendations.

5 – Interested applicants (consultancy firms) are required to have:
● strong knowledge and professional experience in evaluating developmental programs ;
● demonstrated reference in the design or monitoring of budget support modalities;
● proven experience with budget support evaluation ;
● technical knowledge and expertise in the field of climate change and related sectors;
● professional experience in Vietnam or South Est Asia and knowledge of the institutional context in Vietnam provided by a Vietnamese consultant, or having another nationality, with several references in climate change sector in Vietnam ;
● adequate language skills: English. French and Vietnamese reading skills will be mandatory.

6 – AFD invites the applicants to consider fulfilling the requirements described above before submitting the application. Interested applicants must provide evidence (brochures, references concerning the performance of similar contracts, experiences acquired in similar conditions, availability of required knowledge and qualifications among its staff or expert network, staff and financial resources, etc.) of their qualification for the expected task.

7 – The total consultancy service provision for carrying out this evaluation is estimated at roughly 90 working days. The evaluation task should start in October 2017.

8 – AFD will shortlist a number of applicants on the basis of the replies to the present call for expression of interest. AFD will then contact the candidates that match the required profile. The final selection will be made on the basis of a restricted invitation of the shortlisted consultancy firms or individual consultants, in accordance with AFD procedures.
