Expression of interest
The Ministerie van Natuurlijke Hulpbronnen (Ministry of Natural Resources) is responsible for the elaboration of the energy policy and the supervision of the energy sector. The electricity sector was based on contractual arrangements between the Government of Suriname and public and private companies until the approval, in March 2016, of the Electricity Act 2016 and the Energy Authority Act which laid out the first legal framework for the sector with a new institutional organization.
Pending the application of the new legislation, N.V. Energie Bedrijven Suriname (EBS) remains the vertically integrated national operator in charge of the operation of the power system. EBS’s operations entail generation, transmission, distribution and commercialization of electricity in Suriname. EBS operates thermal power stations (2 totaling 167.5 MW in Paramaribo, 6 from 1.4 MW to 20.5 MW in the rest of the country) and also purchases electricity from two IPPs to supply the region of Paramaribo: private operator SURALCO (189 MW Afobaka hydroelectric plant) and state-owned oil company Staatsolie (64 MW thermal power plant).

The Surinamese network consists of 7 isolated power systems. Most of the demand is located in the region of Paramaribo where the Energievoorziening Paramaribo system –EPAR– serves 133,600 customers, with a peak demand of 217 MW in 2015. The Nieuw Nickerie system is the second largest power system with 10,100 customers in the district of Nickerie. The remaining systems supplying around 5,200 customers are located in Moengo and Albina in the Marowijne district, Totness in the Coronie District, Wageningen in the Nickerie district and Apoera in the Sipaliwini district.

The department DEV of the Ministry of Natural Resources supplies the remote villages of the interior with costly diesel generators for 3 to 4 hours a day. The service is fully subsidized by the Government of Suriname and is seen as a transitory solution because of its unsustainability. When the connection of a village is made possible by a grid extension, EBS has a mandate to do so.

The N.V. Energie Bedrijven Suriname ( N.V. EBS) has requested a financing from the French Development Agency (AFD), and intends to use part of the funds thereof for payments under the following project “Integration of Moengo, Albina and villages along the East West road into the EPAR Grid”, which comprises (i) a 120km 69kV line and (ii) 12kV grid extension to electrify 5 villages (Perica, Wanhati, Adjoemakondre, Moengo Tapoe and Alfonsdorp).
The mission of the consultant shall consist of
• Detail Technical and Economic feasibility of the above mentioned Project
• Preliminary Environmental & Social Impacts and Survey of Properties to be affected
• Load growth scenario’s for the affected areas
• Simulation of different fault type and their impact on EPAR
• The impact of the project on the EPAR
• Voltage profile at 69 and 12 kV, including active and reactive line loading
• Determination of losses and conductor selection, based on 25 years load forecast
• Transformers sizing
• Recommendations for protection scheme
• Route survey for the transmission line, including recommendation for the best route for the transmission line, including social and environmental considerations
• Soil investigation and soil profiling for the recommended route
• Recommended pole construction and installation method
• Detail cost estimate of the project
• Preparation of the technical tender documents (Design-Build contract contemplated)
All documents will have to be written in English. As some documentation may be available in Dutch only, translation may be necessary to perform the mission.

The N.V. EBS hereby invites consultants to show their interest in delivering the services described above.
In order to confirm their eligibility for AFD’s financing, consultants should submit in their expression of interest a duly signed Statement of Integrity (appended to this letter).
Interested consultants must provide information evidencing that they are qualified and experienced to perform those services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
 contracts size and content: voltage, km, amount in USD or Euros,
 the nature of services (feasibility studies, modelling of a grid system, detailed technical studies, E&S impact assessment and management plan, work supervision),
 the technical area and expertise (Electrical engineering, civil engineering, environmental and social sciences)
 the location (in the Caribbean region and/or Suriname)
The Client will also take into account for the evaluation of the applications the following items:
 Skills and availability of in-house technical back-up experts provided to the on-site experts, a global description of staff structure is sufficient ;
 Local representatives/ partners,
 Quality assurance procedures and certifications of the consultant - specify the type or the label of the certification: for example ISO 9001 or environmental and social certification,
 Financial aspects: evidence of the average annual turnover over the past three years.

Among the submitted applications, N.V. EBS will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the services shall be sent.
Expressions of interest must be submitted to the address below no later than 12 July 2017
