Only shortlisted firms will be invited to receive Request for Proposals and submit Technical and Financial Proposals, and the selection will be done following Quality and Cost Based Selection (QCBS) according to the World Bank Guidelines on Selection of Consultants, May 2004.

FOR CONSULTANCY SERVICES FOR MUNICIPAL SERVICES & INFRASTRUCTURE (INTEGRATED MUNICIPAL SECTOR DATABASE)

The Government of Jordan (GoJ) obtained a loan from the International Bank for Reconstruction and Development (IBRD) and a grant from the French Development Agency (AFD) for the Regional and Local Development Project (RLDP). The development objective of the project is to assist GoJ in promoting regionally balanced local development, principally through municipalities and other ancillary support institutions by: (a) improving the equity and adequacy of central-local resource transfers; (b) restructuring Cities & Villages Development Bank to improve its efficiency and diversify its products and services; (c) strengthening municipal financial management, revenue generation and service delivery capacity; and (d) improving regional planning and inter-municipal coordination to take advantage of economies of scale and strategic development opportunities. To this end, the project will be implemented within a governance framework of increased participation and downward/upward accountability, coupled with increased coverage and quality of municipal services provision, particularly in underserved areas. The project is envisaged as a first stage of a longer term process of decentralization in Jordan.
The Expression of Interest is sought for consulting firms and consortia to provide consultancy services to strengthen MOMA Monitoring & Evaluation system for Municipal Services & Infrastructure. The overall objective of this assignment is to provide technical assistance to Ministry of Municipal Affairs (MOMA) to strengthen its capacity to fulfill its statutory mandates in overseeing and supporting municipalities in their infrastructure planning and municipal services performance of local-level responsibilities with specific regard to Municipal Services, infrastructure inventory & condition assessment, municipals assets management, and build an integrated municipal sector database & monitoring and evaluation system at MOMA.
The Ministry of Municipal Affair intends to select the services of a qualified consulting firm or consortia to carry out the assignment, which includes the following activities:
• Produce a Municipal Infrastructure Inventory and Condition Assessment and produce a Municipal Infrastructure Baseline for all the RLDP target municipalities
• Establish an Integrated Municipal Sector Database System at MOMA
• Develop a Municipal Fixed Asset Inventory and Management System
• Develop tools for Municipal Capacity Self Assessment and Diagnosis
• Deliver a Municipal Database at MOMA and data collection surveys and templates
• Strengthen the Municipal Monitoring & Evaluation System at MOMA

It is expected that the selected consultant will have access to relevant local experience achieved either directly or through association.

Location and Elapsed Time

This consulting firm team will be located in Ministry of Municipal Affairs, CVDB and 3 targeted municipalities. The work is expected to commence in early February 2010.
The role is for a total of 30 person months over an elapsed period of 12 months in the first instance, with the possibility of an extension of two months to be used during year 2 of the assignment.

CVDB invites all interested eligible parties (local, regional and international) to submit Expressions of Interest to provide the above consulting services. Joint ventures or consortia between international and Jordanian firms are encouraged. The EOI should include profiles and experience of the company/consortium leader as follows:
• Company Profile: a statement of corporate capability including information related to all firms that will be part of the proposal including the lead consultant identified.
• Letter Of Intent: any combination of firms or consultants should provide a letter of Intent to enter into an agreement or under an existing agreement to provide the services
• Project Experience: Description of similar assignments emphasising experience in similar projects. For each project performed the consultant shall provide the name and address of the client, date(s) of execution, name(s) of lead and associate firms and financing sources.
• Proposed Project Team including detailed curriculum vitae of key staff and team leader, proposed team structure, roles and responsibilities.
