Road works for the development and beautification around the Siem Reap river banks

APSARA DDPU Contract n°2009/AFD002
AFD grant n°CKH3004 01 H

1. The Royal Government of Cambodia intends to apply the proceeds of a grant from the
French Agency of Development (AFD) to the financing of a program of Development and
beautification work around the banks of the river of Siem Reap.
This road works around 3 Vats located in the center of Siem Reap consist in the construction of
sidewalks, bituminous road (1100m) and in the development of protections for trees (950). This
Project is within the framework of a support program to Siem Reap Town tourism development
funded by the French Development Agency (AFD).
2. The Department of urban heritage development in APSARA Authority now invites sealed
bids from eligible and qualified contractors and consortium of companies working in the field
of Road Works to share their interest in providing services to help to the beautification and
development of tourism around the banks of the river of Siem Reap.
The construction period should be 6 months.
3. The procurement will be conducted through procedures established by the Royal Cambodian
Government and based on the procedures established by the Agence Française de
Développement. Here: The Externally Assisted Project Procurement Manual Goods, Works and
Services (first edition August 2005).
4. This invitation is open to all eligible bidders from eligible source countries as described in the
Bidding Document mentioned earlier.
5. Interested eligible bidders may obtain further information from background document at the
address below.
6. Prospective bidders’ attention is drawn paragraph 3 and 5 of the Instructions to Bidders and
the Qualifications requirements include:
- The minimum required annual volume of construction work for the successful
Bidder in any of the last five years shall be 100 000 US$.
- Liquid assets and/or credit facilities, net of other contractual commitments and
exclusive of any advance payments which may be made under the Contract, of no less than
2% of the bid offer.
- Experience as prime contractor in the construction of at least two road works within
the last 5 years.

7. A complete set of Bidding Documents may be purchased by interested bidders on the
submission of a written Application to the address below and upon payment of a non refundable
fee 50$US or its equivalent in Cambodian Rial being 210000 Riel. The method of payment will
be cash money.
The terms of reference will be available in Khmer Language. The others documents will be
delivered in English. The Bidding Documents will be collected in person by the bidder at the
department of Urban Heritage Development of APSARA National Authority located at the
address indicated below. A receipt will be delivered.
8. Bids must be delivered to the address below at or before 9 November 2009, 3.00PM. Late
bids will be rejected. Bids can be delivered in English or Khmer language. Bids will be opened
in the presence of the bidders’ representatives who choose to attend in person at the address
below on 9 November 2009, 3.00PM.
9. All bids shall be accompanied by a Bid-Securing Declaration which should be equal to 2
percent of the Bid amount using one of the forms included in the section IX, Security form.
