Addis Ababa Bus Rapid Transit B2 (BRT B2) Project- Systems & Network Manager

The Addis Ababa Transport Bureau (AATB) has received financing from the Agence Française de Développement (AFD) toward the cost of the Addis Ababa Bus Rapid Transit B2 (BRT B2) Project.
The Addis Ababa BRT B2 system is being developed as a high-capacity, network-based public transport system operating in a multi-operator environment, where several Vehicle Operators will provide bus services on shared infrastructure, stations and depots.
The AATB intends to apply part of the funds to payments under the contract for appointment of a single, independent Systems & Network Manager responsible for the integrated delivery, operation and coordination of systems and services essential to the functioning of the BRT B2 services.
The Systems & Network Manager will be responsible for the supply, integration, deployment, operation and maintenance of the core Intelligent Transport Systems (ITS) required for BRT operations including Automatic Vehicle Management Systems (AVMS), Automatic Fare Collection Systems (AFCS), Supervisory Control and Data Acquisition (SCADA), Passenger Information System (PIS) and Traffic Signal Priority System (TSPS), as well as the functional equipment of stations and the Central Command Center (CCC).
The Systems & Network Manager will also ensure network-wide operational coordination, passenger information management, ticketing services and oversight of Vehicle Operators, ensuring consistent system performance and service quality. A complete set of the prequalification documents in English may be collected free of charge by interested Applicants from DG market website or the AATB (address below) from Monday to Thursday, 8:30 AM to 12:30 PM and 1:30 PM to 5:30 PM and Friday, 8:30 AM to 11:30 AM and 1:30 PM to 5:30 PM (local Ethiopian time). Alternatively the documents may be requested electronically at the email address provided below.

Applications for prequalification should be submitted in sealed envelopes, delivered to the address below and applicants may submit their proposals not later than 01 July 2026, and be clearly marked "Application to Prequalify for provision and operation of Systems and Network Management services for the Addis Ababa Bus Rapid Transit B2 (BRT B2) project AATB/ICB/08/2026

Electronic submission of applications is not permitted under this prequalification procedure.
