INTITULE SOMMAIRE DES PRESTATIONS
1. L'Agence de Développement des Petites et Moyennes Entreprises (ADPME) a reçu un financement de l'Agence Française de Développement (AFD) pour financer une partie du coût du Projet, et a l'intention d'utiliser une partie du montant de celui-ci pour effectuer les paiements au titre du recrutement d'un cabinet ou consortium de cabinets relatif à la réalisation d'etudes, d'audits, de formations specifiques, d'appuis a la mise en œuvre de plans de gestion environnementale et sociale et d'appuis a l'obtention de certificat de conformite environnementale et sociale (cces) au profit des entreprises accompagnees du projet d'Appui à l'Entrepreneuriat du Bénin (PAЕВ).
2. Le Client sollicite des manifestations d'intérêt de la part de candidats qualifiés pour la fourniture des services répartis selon les axes d'intervention ci-après :
Axe 1: Réalisation d'études environnementales et sociales réglementaires.
Axe 2: Réalisation d'audits internes ESG et identification des besoins des
PME.
Axe 3: Renforcement de capacités et formations spécifiques E&S.
Axe 4: Réalisation d'appui à la mise en œuvre et suivi de plans E&S
NB: Les candidats peuvent manifester leur intérêt pour un ou plusieurs axes
deux (02) axes au plus.
1- Sans prétendre être exhaustif, les services des candidats auront respectivement pour objet :
a) Pour l'axe1:
Réaliser les études environnementales et sociales réglementaires;
Conduire les EIES, notices d'impact et études exigées;
Réaliser les audits pour les entreprises en activité.
Définir les mesures de gestion E&S conformes à la réglementation
Élaborer les PGES réglementaires;
Identifier les mesures d'atténuation et de suivi.
Accompagner les entreprises dans les démarches de conformité
Préparer et soumettre les dossiers;
Appuyer l'obtention du CCES.
b) Pour l'axe 2: les prestations portent sur :
La réalisation de diagnostics approfondis des pratiques environnementales et sociales des entreprises;
L'analyse des principaux risques, impacts et écarts par rapport aux bonnes pratiques
L'identification des besoins en formation, en appui technique et en accompagnement opérationnel;
La formulation d'orientations générales pour l'amélioration des pratiques E&S;
L'orientation des entreprises vers les dispositifs d'appui appropriés, notamment les actions de formation (axe 3) et de mise en œuvre (axe 4).
Le présent axe n'inclut pas :
La réalisation d'études réglementaires (EIES, audits de mise en conformité, CCES), couvertes par l'axel
plans d'engagement environnemen L'élaboration de plans d'engagement environnemental et social ou de plans d'action détaillés;
La mise en œuvre des mesures, relevant du l'axe 4.
c) Pour l'axe 3: les prestations portent sur :
La conception de modules de formation adaptés aux besoins spécifiques des entreprises
L'élaboration de supports pédagogiques simples, pratiques et accessibles
L'animation de sessions de formation (collectives ou ciblées)
Le développement d'outils facilitant l'application des bonnes pratiques E&S;
L'évaluation des acquis et l'identification des besoins complémentaires.
Le présent axe n'inclut pas:
Les sujets genre (couverts par un autre marché)
La performance des diagnostics ESG (axe 2) ;
La mise en œuvre opérationnelle des actions E&S (axe 4);
Les études réglementaires (axe 1).
d) Pour l'axe 4: Les prestations visent notamment à :
Assurer la mise en œuvre opérationnelle des actions E&S;
Traduire les recommandations issues des études (axe 1) et des diagnostics (axe 2) en actions concrètes;
Mettre en œuvre les PGES et les mesures correctives adaptées;
Renforcer la structuration et la conformité des pratiques E&S;
Appuyer la mise en place des outils et procédures de gestion;
Assurer l'alignement avec les exigences réglementaires.
Développer l'autonomie et l'amélioration progressive des entreprises
Mettre en place des systèmes d'audit E&S interne et de suivi;
Renforcer les capacités internes;
Favoriser une amélioration continue des performances E&S.

SUMMARY OF SERVICES
1. The Small and Medium Enterprise Development Agency (ADPME) has received funding from the French Development Agency (AFD) to finance part of the Project cost and intends to use a portion of this funding to make payments for the recruitment of a firm or consortium of firms to conduct studies, audits, specific training, support the implementation of environmental and social management plans, and support the acquisition of environmental and social compliance certificates (ESCCs) for businesses supported by the Benin Entrepreneurship Support Project (PAEB).
2. The Client is soliciting expressions of interest from qualified candidates for the provision of services distributed across the following areas of intervention:
Area 1: Conducting regulatory environmental and social studies.
Area 2: Conducting internal ESG audits and identifying the needs of
SMEs.
Axis 3: Capacity building and specific E&S training.
Axis 4: Implementation support and monitoring of E&S plans
Note: Candidates may express their interest in one or more axes
a maximum of two (2) axes
1- Without claiming to be exhaustive, the candidates' services will respectively aim to:
a) For Axis 1:
Conduct regulatory environmental and social studies;
Conduct EIAs, impact statements, and required studies;
Conduct audits for operating companies.
Define E&S management measures compliant with regulations
Develop regulatory ESMPs;
Identify mitigation and monitoring measures.
Support companies in compliance processes
Prepare and submit files;
Support the acquisition of the CCES.
b) For Axis 2: the services cover:
Conducting in-depth assessments of companies' environmental and social practices;
Analyzing the main risks, impacts, and gaps compared to best practices
Identifying training, technical support, and operational support needs;
Formulating general guidelines for improving E&S practices;
Guiding companies towards appropriate support mechanisms, including training (axis 3) and implementation (axis 4).
This axis does not include:
Conducting regulatory studies (ESIAs, compliance audits, CCES), covered by axis 1
Environmental commitment plans; Developing environmental and social commitment plans or detailed action plans;
Implementing measures, falling under axis 4.
c) For axis 3: services include:
Designing training modules adapted to the specific needs of companies
Developing simple, practical, and accessible training materials
Facilitating training sessions (group or targeted)
Developing tools to facilitate the application of good E&S practices;
Assessing learning outcomes and identifying additional needs.
This axis does not include:
Gender issues (covered by another contract)
The performance of ESG diagnostics (axis 2);
Operational implementation of E&S actions (axis 4);
Regulatory studies (axis 1).
d) For axis 4: The services aim in particular to:
Ensure the operational implementation of E&S actions;
Translate the recommendations from the studies (axis 1) and the diagnostics (axis 2) into concrete actions;
Implement Environmental and Social Management Plans (ESMPs) and appropriate corrective measures;
Strengthen the structuring and compliance of E&S practices;
Support the implementation of management tools and procedures;
Ensure alignment with regulatory requirements.
Develop the autonomy and progressive improvement of businesses
Implement internal E&S audit and monitoring systems;
Strengthen internal capacities;
Promote continuous improvement of E&S performance.
