1. The "Azerbaijan Railways" Closed Joint Stock Company has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of Construction of Two Locomotive Maintenance Workshops Project in Bilajari and in Ganja in Azerbaijan. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Supply, Delivery and Installation of Depot Equipment for the two maintenance workshops in Bilajari and Ganja under ICB No AFD/GD/2018.

2. The "Azerbaijan Railways" Closed Joint Stock Company now invites sealed bids from eligible bidders for the procurement of Supply, Delivery and Installation of Depot Equipment for the two maintenance workshops in Bilajari and Ganja (“the Goods”).

3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of Project Implementation Unit of "Azerbaijan Railways" Closed Joint Stock Company at floor # 1, room # 163, 230 Dilara Aliyeva str., Baku, Azerbaijan, Tel: +994124996395, email: office@ady-piu.az and inspect the Bidding Documents between the hours of from 10:00 am to 17:00pm Baku time.

4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of 200 USD or equivalent to the following account:

All bank charges and fees related to the bank transfer shall be at the bidders’ cost. Bank’s checks are not acceptable. Bidding documents can be collected by courier or by the authorized representative of the Bidder from the office stated below following the receipt of a written request quoting the above bidding reference number, the authorization by whom the document will be collected, by Courier or by person, providing contact details of the company, and document confirming payment to the above-mentioned account. Documents will be available from 20 December 2018.

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods.

6. Bids must be delivered to the above office on or before 17:00 Baku time on 07 February 2019 and must be accompanied by a bid security of EUR 650,000 (Six hundred fifty thousand Euros and 00 euro cents) or its equivalent in a freely convertible currency.

7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 17:00 Baku time on 07 February 2019 at the office of "Azerbaijan Railways" Closed Joint Stock Company, 230 Dilara Aliyeva str., Baku, Azerbaijan.

8. Qualification criteria are as follows:
