CONSULTING SERVICES FOR PUBLIC TRANSPORT SECTOR ENHANCEMENT IN KUMASI: BUS OPERATION PREPARATION AND BRT PROJECTS FEASIBILITY STUDY

REQUEST FOR EXPRESSIONS OF INTEREST

1. The Government of the Republic of Ghana has received financing from the Agencȩ Française de Développement (AFD) towards the cost of the Urban Transport Project (UTP), and intends to apply part of the proceeds for eligible payments under the contract for CONSULTING SERVICES FOR PUBLIC TRANSPORT SECTOR ENHANCEMENT IN KUMASI: BUS OPERATION PREPARATION AND BRT PROJECTS FEASIBILITY STUDY.

2. The Government of Ghana (GoG), the World Bank (WB), the Global Environmental Facility (GEF) and the Agence Française de’Developpment (AFD) prepared the Urban Transport Project (UTP) to address the numerous urban transportation problems in the country.

The Development Objectives of the Urban Transport Project were:
a. Improve mobility in areas of participating MMDAs, through a combination of traffic engineering measures, management improvements, regulations of the public transport industry, and the implementation of Bus Rapid Transport (BRT) System; and
b. Promote a shift to more environmentally – sustainable transport modes and lower transport – related GHG emissions along the pilot BRT corridor in Accra.

The specific objective of the support to Ministry of Local Government and Rural Development is to enable it to develop, promote and coordinate the implementation of an integrated urban policy; develop policy guidelines and capacity for the regulation of urban passenger transportation; and monitor and evaluate the implementation of bye-laws for passenger transportation in the MMDAs.

The AFD has been approached by the KMA to support some further studies for the improvement of public transportation in Kumasi and this is in two main parts:
1. The assessment of the best way of deploying high occupancy buses procured by the Ministry of Transport and supplied to the Kumasi Metropolitan Assembly
2. A Public Transport (BRT) Options Study for the city of Kumasi.

3. The objective of this assignment is in two-fold:

Part One – Deployment of Aayalolo Buses
1) To ascertain why the Aayalolo Bus services in Accra has been seriously challenged affecting its survival
2) To ascertain what should be done differently in Kumasi to avoid the fate of the Aayalolo in Accra?
3) To determine the routes on which to deploy the new Scania buses so as to effectively serve the public.

Part Two – Urban Public Transport (BRT) Options Study
1) To develop an Urban Public Transport (BRT) masterplan for the city of Kumasi and its environs.

4. The scope of services includes:
a. Lot 1 – Technical Assistance to develop a short-term Action Plan for the deployment of the Scania Buses supplied by the GOG in the KMA.
b. Lot 2 – Feasibility study for priority BRT projects

5. The Ministry of Roads and Highways, acting through the Department of Urban Roads (DUR) now invites consultants to indicate their interest in providing the services. Interested consultants must provide information evidencing that they are qualified and experienced to perform the services (brochures, documented evidence of recent and similar services, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

6. Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the "Guidelines for the Procurement of the AFD-Financed Contracts in Foreign Countries", available online on AFD’s website www.afd.fr

7. Determination of the similarity of the experiences will be based on:
• the contracts size, nature and similar complexity,
• the nature of the services,
• the technical area and expertise,
• the location (within urban environment in sub-Saharan Africa).

8. Among the submitted applications, DUR will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the services shall be sent.

9. Expressions of Interest (EOIs) must be submitted to the address below no later than Friday, April 5, 2019.

10. Interested consultants may obtain further information at the address below during office hour from 9:00 a.m. to 5:00 p.m.
