Eligibilité des Soumissionaires:   • Extensive experience related to international tourism and recreation economics
• Demonstrated experience in undertaking similar tasks before (experience in similar projects notably including data collection and analysis, in the region will be an advantage). The number of relevant experiences presented in the expression of interest must not exceed 12 experiences (same for a JV, 12 experiences presented in total). The firm should have a proven track record of previous experience implementing similar assignments/studies in the same or related field and should have successfully completed at least two similar assignments to economic impact studies in the last 3 years.
• Demonstrated experience in analyzing Chinese tourism market, would be considered a strong asset.
• Availability of appropriate skills among staff and/or the ability to mobilize a relevant team of experts with appropriate knowledge and skills. No individual CVs are required at this stage.
• Experience working in the field of international development
• Demonstrated experience in SE Asia with Cambodia a bonus.

CONSULTING SERVICES
Expression of Interest
The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD), and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme
The Services of the consultant shall consist of ‘undertaking a detailed study of the socio-economic impacts and benefits of the inbound Chinese tourism market on the tourism sector and the related economy in Cambodia’.
The Ministry of Tourism wishes to select a Consultancy Firm (the “Consultant”), with proven international experience and able to mobilize both national and international experts and hereby invites Consultancy Firms to show their interest in delivering the Services described above.
Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website www.afd.fr.
The Consultant must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. The evidence must include details of legally registered status under their relevant national laws.
If the Consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.
The Scope of work will include producing a report based on the following:
• Conducting active and diverse data gathering and consultation,
• Understanding the market, the segmentation and the needs of the Chinese inbound Tourist and Tourism Sector.
• Economic analysis of the Chinese Market sector compared to other markets in terms of visitation characteristics (per capita visitor nights, spending and spatial distribution of tourism across the Kingdom).
• Direct and indirect contribution to the Kingdom’s tourism industry and national economic capacity – to assess and identify the balance between income gained by the Kingdom of Cambodia (tourism spending, cost of inputs, taxes generated, local resource utilisation) and the income that flows out to the Chinese economy.
• Social economic impacts on local communities, such as skills creation, employment generation, alleviation of poverty and community resilience.
• Local data collection: collection of quantitive and qualitative data from members of both the resident and tourist stakeholders of the Chinese community
• Impact of tourism displacement on other tourist groups
• Recommendations on how to sustainably maximise economic benefits from the Chinese tourism market and to reduce negative impacts including how to target and engage high value, well-educated outbound Chinese tourists in the experiential sectors of eco and cultural tourism.
Determination of the similarity of the experiences will be based on:
• Extensive experience related to international tourism and recreation economics

The Client will also take into account for the evaluation of the applications the following items:
• Capacity of the Consultant to provide back-up/support expertise and ensure consistent delivery
In conclusion, information required as part of the EOI include: Name of the firm, Country of registration, Year of incorporation, Relevant experience in activities of similar nature and complexity (for the last 10 years) addressing requirements described above in terms of the scope of work, key technical fields, and regional localization, Financial resources, Annual Turnover (last three years), Registration details of the firms.
The Consultant (including all parties if a JV) should also submit a signed Statement of Integrity, Eligibility and Social and Environmental Responsibility available on request from Ministry of Tourism Project Management Unit or downloadable from www.afd.fr.
The contract will be awarded through an international tender bid as an international consulting firm having a large experience is sought. But Cambodian firms are invited to participate to the bid as the knowledge of the situation of Cambodia is important.
Among the submitted applications, Ministry of Tourism of Cambodia will shortlist a maximum of 6 consultants. Only shortlisted firms will be issued Request for Proposal (RFP) Documents, including Terms of Reference (TOR) for the assignment, and be invited to submit a detailed proposal.
Expressions of Interest must be submitted to the address below no later than 24th April 2019 by 15:15 Local time.
