Eligibilité des Soumissionaires:   • Extensive experience related to value chain analysis and economics.
• Experience in conducting projects and studies in the agro-food, tourism, hospitality and creative industry sectors.
• Demonstrated experience in undertaking similar tasks before (experience in similar projects in the region will be an advantage). The number of relevant experiences presented in the expression of interest must not exceed 12 experiences (same for a JV, 12 experiences presented in total).
• The firm should have a proven track record of previous experience implementing similar assignments/studies in the same or related field and should have successfully completed at least two similar assignments to value chain analysis in the last 5 years, of which at least one in the tourism / hospitality sector.
• Availability of appropriate skills among staff and the ability to mobilize a relevant team of experts with appropriate knowledge and skills. No individual CVs are required at this stage.
• Experience working in the field of international development
• Demonstrated experience in SE Asia with Cambodia a bonus.

CONSULTING SERVICES
Expression of interest

The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD), and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme (TCBP).
The Services of the Consultant shall consist of ‘conducting value chain analysis of tourism, agro food and creative industries value chain (s) in selected regions of the Kingdom of Cambodia
The Ministry of Tourism hereby invites Consultancy Firms (the Consultant) to show their interest in delivering the Services described above.
Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website www.afd.fr.
Interested Consultancy Firms must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. The evidence must include details of legally registered status under their relevant national laws.
If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.
The Consultant shall also submit a signed Statement of Integrity, Eligibility and Social and Environmental Responsibility as provided upon request from Ministry of Tourism Project management unit or downloadable from www.afd.fr as part of his Expression of Interest.
The scope of work of the assignment is diversified. The scope of the value chain analysis of tourism, agro food and creative industries value chain (s) in selected regions of the Kingdom of Cambodia includes but is not limited to:
• Reviewing and collating previous tourism value chain studies and activities carried out in Cambodia.
• Identification of the main tourism, agro-food and creative industries’ value chain(s) in the targeted areas that offer better opportunities from local to secondary and tertiary markets and what requirements have to be met to exploit those opportunities.
• Selecting 1 – 3 value chains per region in discussion with Project Implementation Unit, Technical Assistance TCBP and UNIDO for project intervention on industrial modernisation and upgrading.
• Value chain mapping analysis for the selected value chains including stakeholder analysis disaggregated by gender; value chain governance such as power relation structures; markets chains being supplied; where value is created and captured; what the barriers are for upgrading and how they can be removed; analysis of local supply chains and how they feed into the tourism industry; how selected value chains are populated by SMEs or MSMEs; and other relevant issues.
• Capacity building needs assessment for various stakeholders including for SMEs and means of implementation.
• Preparing a final report and action plan that incorporates all findings of the scope of work. The report should provide concrete and practical recommendations. These should address, inter alia, regulatory measures that could reduce blockages and enhance linkages within the economy, areas of infrastructure development, market engagement and capacity building across the value chain(s) with a view to promoting pro-poor growth and development through strengthening the linkages between local agro food and the creative industries with the tourism sector in the Kingdom of Cambodia.
Determination of the similarity of the experiences will be based on:
• Extensive experience related to value chain analysis and economics.
• Experience in conducting projects and studies in the agro-food, tourism, hospitality and creative industry sectors.

In conclusion, information required as part of the EOI include: Name of the firm, Country of registration, Year of incorporation, Relevant experience in activities of similar nature and complexity (for the last 10 years) addressing requirements described above in terms of the scope of work, key technical fields, and regional localization, Financial resources, Annual Turnover (last three years), Registration details of the firms.
The contract will be awarded through an international competitive bidding process, as the Client wishes to appoint a highly experienced consultant team comprising both international and national expertise.
Among the submitted applications, Ministry of Tourism of Cambodia will shortlist a maximum of 6 consultants. Only shortlisted firms will be issued Request for Proposal (RFP) Documents, including Terms of Reference (TOR) for the assignment, and be invited to submit a detailed proposal.
Expressions of Interest must be submitted to the address below no later than 24th April 2019 by 15.15 Local time:
