Through this call for proposals, KOIS, on behalf of the French Development Agency (AFD) and the French Ministry of Europe and Foreign Affairs (MEFA), invites service providers with experience in Menstrual Hygiene Management (MHM) or related themes to apply as a consortium and codesign their own approach to MHM (encompassing all three components of awareness raising, products and infrastructures) with the goal to empower of women and girls and improve their place in society. The selected consortium will be responsible for implementing MHM interventions in Ethiopia for a duration of 3 to 5 years from early 2021. These interventions will be financed through an innovative, results-based financing mechanism called a Development Impact Bond.
Operators wishing to participate in this call for proposals are invited to get together and apply in the form of a consortium consisting of a project coordinator and one or several service providers. The roles of the coordinator and service providers are described in the attached documents. Coordinators must be international organisations or civil society organisations.
As of the publication of the call for proposals, operators will have 8 weeks (until May 15th, 2020 - see amendment attached) to form their consortium and submit their application consisting of three documents: a duly completed questionnaire, a budget built according to the provided structure and a submission letter signed by the consortium.
KOIS is an international firm specialised in impact finance and has been mandated by the AFD and the MEAE to lead the structuring of this MHM project in Niger and Ethiopia. Only one consortium will be selected per country: there are thus two separate and independent selection processes, one for Ethiopia and one for Niger. This call for proposals concerns Ethiopia.
