1.The COUNCIL FOR DEVELOPMENT AND RECONSTRUCTION (CDR), hereinafter called "the Client", as executing agency acting for and on behalf of the GOVERNMENT OF LEBANON, received the loan CLB 1054 01 F from the French Agency for Development (hereinafter called "AFD") for the “Comprehensive Qadisha Valley Pilot Wastewater Project”. The Client intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Request for Proposals is issued.

2 The Client hereby invites consultants to submit technical and financial proposals to provide consulting services required for: TECHNICAL PROJECT MANAGEMENT, (MOE in French), (hereinafter called “Services”). More details on the Services are provided in the Terms of Reference (Section VII). Such proposals could form the basis of future negotiations and, ultimately, a contract between your firm and the CDR.

3 This Request for Proposals (RFP) has been addressed to the following shortlisted Consultants:

i- JV “Pierre Damous & Partners – Montmasson”

ii- JV “Cabinet Merlin – Rafik Khoury”

iii- JV “ELARD – Setec Hydratec”

iv- JV “BTD – IRIDRA – ALDAR– DIFAD”

v- JV “LibanConsult AGM – Naldeo”

4 It is not permissible to transfer this invitation to any other firm.

5 The RFP includes the following documents:

· Section I - Instructions to Consultants / Bidders (ITC)

· Section II - Data Sheet

· Section III - Technical Proposal - Standard Forms

· Section IV - Financial Proposal - Standard Forms

· Section V - Eligibility criteria

6 Invited Consultants may consult this RFP at CDR’s Tenders Department during official working hours, and may acquire it from CDR’s Tenders Department free of charge. Although the RfP Documents are available on CDR official site, Invited Consultants are advised to withdraw it officially from CDR headquarters (Tender Department), otherwise their offer shall not be considered

7 Proposals related to this RfP must be delivered to the address written below, the latest at 12:00 o’clock noon (Beirut Local Time) on Wednesday June 22th, 2022.

8 Consultants requiring any clarification regarding these documents shall notify CDR in writing or by fax at CDR’s following address:

CDR will respond to any request for clarification received earlier than 15 days prior to the deadline for submission of Proposals. Copies of CDR’s response will be forwarded to all consultants including a description of the inquiry but without identifying its source.

9 The Bidder is considered acquainted with and aware of the Laws in force of the Republic of Lebanon.
