1. “SIRDARYO SUV TA’MINOTI” JSC has received financing from the World Bank toward the cost of the Improvement of sewerage systems in 5 district centers of Syrdarya province Project and intends to apply part of the proceeds toward payments under the contract for “Design and Build of wastewater treatment plants and implementation of SCADA system in Dekhkanabad, Pakhtaabad and Sardoba cities of Syrdarya region and Central SCADA system in Gulistan city”.
2. “SIRDARYO SUV TA’MINOTI” JSC now invites sealed Proposals from the interested Proposers for design and build of wastewater treatment plants and implementation of SCADA system in Dekhkanabad, Pakhtaabad and Sardoba cities of Syrdarya region and Central SCADA system in Gulistan city.
3. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (published July 2016, revised November 2020) (“Procurement Regulations”), and is open to all eligible Proposers.
4. Eligible Proposers may obtain further information from Mr. Shavkat Norkobilov Head of the branch of JSC Uzsuvtaminot PMU of the WB and inspect the RFP Document during office hours 09:00 to 17:00 hours at the address given below

5. Interested Bidders may obtain electronic version of the complete bidding documents in English upon submission of a written letter to the to the address below in item 11. The document will be sent by e-mail.
6. A single-stage, two envelope procurement process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Finnacial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes. Both Tehnical and Financial Proposals shall be submitted in the Outer Envelope. If during the public opening of Technical Proposals the Technical Proposal contains the Financial Proposal contents or if the Financial Proposal is not submitted separately, then both Technical and Financial Proposals shall be handed over or sent to the Proposer without announcing the Financial Price Proposal.
7. The Proposal, both the Technical Part and the Financial Part, must be delivered to the address given below at item 11 on or before 16:00 (Tashkent time) November 25, 2024. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address given below item 11 on 16:00 am (Tashkent time) November 25, 2024. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
8. All Proposals must be accompanied by a Proposal Security of $ 100,000 (One hundred thousand US Dollars).
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
10. All Proposals must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration

Dear Sirs/Madams,
We would like to inform you that the subject package "Design and Build of wastewater treatment plants and implementation of SCADA system in Dekhkanabad, Pakhtaabad and Sardoba cities of Syrdarya region and Central SCADA system in Gulistan city" is closed and will be re- announced and opened for submissions once again. In this regard, the scheduled deadline for submission of Bids dated on 25 November 2024, 16:00 (Tashkent time) is canceled.
In the event of a rebidding being announced, all interested participants will be notified. We apologize for the inconvenience caused.
