1. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Reconstruction of Drinking Water Supply and Sewerage System in Kattakurgan Town of Samarkand Region Project and intends to apply part of the proceeds toward payments under the Contract/s named above:
• Lot 1: Construction of Water Supply and Wastewater Systems in West Kattakurgan and
• Lot 2: Construction of Water Supply and Wastewater Systems in East Kattakurgan.
Bidder may bid for any lot or all lots. Each lot must be priced separately. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid. Bid for a particular lot must contain all item of the lot. Bids will be evaluated and contracts will be awarded for every lot separately.
2. The Samarkand Suv Ta’minoti JSC now invites sealed Bids from eligible Bidders for one or both of the above Lots. The Otvodyashcihiy Canal (name of the Canal) passes through the Kattakurgan City and divides the city into two parts. The water supply and wastewater work in the western part of the canal will be carried out within the scope of Lot 1, and the water supply and wastewater work in the eastern part of the canal will be carried out within the scope of Lot 2.
3. The approximately amounts of work will be performed within the scope of the Lots are given below.

* All wastewater pipes in the Contract to be laid will be new and laid in accordance with the Drawings. The term 'reconstructed' is used to describe the new wastewater pipes will be laid in streets that already contain existing wastewater infrastructure, even if the new lines do not follow the same alignment or route as the existing ones. In contrast, the term 'new' indicates that there are no wastewater pipes in the street where the new wastewater pipeline will be installed. This distinction is not applied to water supply pipes, as it is assumed that functional water pipelines are present in all streets where installation is planned.
4. The period for construction works is 540 days for each Lot, as well as for both Lots if awarded to a single Bidder.
5. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, and is open to all eligible Bidders as defined in the Procurement Regulations.
6. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for the Bid cost: 50%.
7. Interested eligible Bidders may obtain further information from Mr. Shavkat Norkobilov Head of the branch of JSC Uzsuvtaminot PMU of the WB and inspect the Bidding document during office hours 09:00 to 17:00 at the address given below 14.
8. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of USD 300 or the equivalent in Uzbek soums, according to the exchange rate of the Central Bank of the Republic of Uzbekistan on the date of payment. 9. Interested Bidders may receive an electronic version of the complete bidding documents in English upon submission of a written application to the address below item 14. Upon request, the document can be sent by email.
10. Bids must be delivered to the address below item 14 on or before 16:00 (Tashkent time) June 26, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below in item 14 on 16:10 (Tashkent time)
June 26, 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
11. All Bids must be accompanied by a Bid Security
The amount of Bid Security for:
• Lot 1 – USD 100,000.0 (one hundred thousand US Dollars);
• Lot 2 – USD 120,000.0 (two hundred twenty thousand US Dollars).
12. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
13. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
