1. Dans le cadre du Programme de remise à Niveau du Chemin de fer Transgabonais (PRN), l’Etat Gabonais a sollicité un financement de l’Agence Française de Développement (" l'AFD ") pour financer le coût des Marchés de Travaux pour le confortement de talus des ouvrages en terre (OT) sur six (06) sites. Il est prévu qu’une partie des sommes accordées au titre de ce financement soit utilisée pour effectuer les paiements prévus au titre des travaux de confortement des ouvrages en terre de type déblais situés le long du chemin de fer du Transgabonais.

2. La Société d’Exploitation du Transgabonais (SETRAG), concessionnaire du chemin de fer Gabonais et Maitre d’Ouvrage Délégué de ce projet sollicite des Offres sous pli fermé de la part de Soumissionnaires éligibles pour exécuter les travaux de confortement de six (06) sites d’ouvrages en terre en déblai du Transgabonais qui sont répartis en deux lots distincts et chaque lot est indivisible définis ci-dessus :

Les ouvrages en terre de déblai prioritaire, nécessitant une intervention sont situés entre les PK 179+975 et 549+700 et sont référencés, avec leurs caractéristiques, dans les tableaux ci-dessous :

Le présent marché concerne les prestations de travaux de confortement de talus d’ouvrages en terre ayant subis des instabilités, du Transgabonais dans le cadre du programme de remise à niveau du chemin de fer Transgabonais (PRN) entre Owendo et Franceville.
Le Maître d’Ouvrage Délégué est la Société d’exploitation du Transgabonais (SETRAG), filiale du groupe minier et métallurgique ERAMET.
Cet appel d’offres est référencé AOIO N° :13-03-25-AFD/SET en date du 24 mars 2025 relatif aux travaux de ouvrages en terre du Transgabonais.
Il est ouvert aux soumissionnaires nationaux et internationaux ayant les compétences requises.

3. Les Soumissionnaires éligibles et intéressés peuvent obtenir des informations auprès de la SETRAG ; MARTINEZ Regis, Directeur des Achats et des Approvisionnements / Fax : +241 11 70 80 71, Courriel : appel.offres@setrag.com ou prendre connaissance des documents d’Appel d’offres à l’adresse mentionnée ci-dessus de 09 heures à 15 heures, heure locale, tous les jours ouvrables. Une réunion préparatoire aura lieu le 08 avril 2025 de 10 heures à 11 heures dans la Salle polyvalente de la SETRAG sis à Owendo. Une visite de site sera programmée le 14 avril 2025 à 8h00.
4. Les Instructions aux Soumissionnaires, les critères d’évaluation et de qualification et les Cahiers des Clauses Administratives et Générales sont dans le Dossier d’Appel d’Offre du marché cité plus haut et ce conformément aux Directives de Passation de marché de l’AFD.
5. Les Offres devront être soumises à l’adresse ci-dessous au plus tard le 20 mai 2025 à 10 heures, heure locale. Les Offres doivent comprendre une garantie de soumission d’un montant égal à 1% du montant de l’offre en Francs CFA ou d’un montant équivalent dans une monnaie librement convertible, tel qu’indiqué aux DPAO.
6. Les Offres seront ouvertes en présence des représentants des Soumissionnaires qui le souhaitent le 20 mai 2025 à 10h30, à l’adresse suivante : salle polyvalente de la SETRAG.

1. As part of the Transgabonese Railway Rehabilitation Program (PRN), the Gabonese Government has requested funding from the French Development Agency ("AFD") to finance the cost of works contracts for the embankment reinforcement of earthworks (OT) at six (06) sites. It is planned that a portion of the funds granted under this funding will be used to make the scheduled payments for the reinforcement work on earthworks located along the Transgabonese Railway.

2. The Transgabonais Railway Operating Company (SETRAG), the Gabonese railway concession holder and the Delegated Project Owner for this project, is requesting sealed bids from eligible bidders to carry out the reinforcement work on six (06) excavated earthwork sites on the Transgabonais Railway, which are divided into two separate lots, each indivisible, as defined above:

This contract concerns the provision of services for the reinforcement of earthworks on the Transgabonais Railway, which have suffered from instability, as part of the Transgabonais Railway (PRN) rehabilitation program between Owendo and Franceville.
The Delegated Project Owner is the Société d'exploitation du Transgabonais (SETRAG), a subsidiary of the mining and metallurgical group ERAMET.
This call for tenders is referenced AOIO No.: 13-03-25-AFD/SET dated March 24, 2025, relating to earthworks on the Transgabonais Railway.
It is open to national and international bidders with the required skills.

3. A preparatory meeting will take place on April 8, 2025 from 10 a.m. to 11 a.m. in the SETRAG Multipurpose Room located in Owendo. A site visit will be scheduled for April 14, 2025 at 8 a.m.
4. The Instructions to Bidders, the evaluation and qualification criteria and the Administrative and General Clauses are in the Tender Documents for the above-mentioned contract and in accordance with the AFD Procurement Guidelines.
5. Bids must be submitted to the address below no later than May 20, 2025 at 10:00 a.m., local time. Bids must include a bid security in an amount equal to 1% of the bid amount in CFA Francs or an equivalent amount in a freely convertible currency, as indicated in the DPAO.
