REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

Procurement Title: Consultancy for Web Development and Data Analytics Services for Agenda 2063 Digital Data Analytics Platform.

Procurement Number: 107/AUDA/DSTRAT/KM/CQS/2025

Method: Consultant’s Qualifications Selection (CQS)

1. Background

The Agenda 2063 Digital Platform—adopted by African Heads of State and Government through Decision EX.CL/Dec.1280(XLVI)—serves as the continental digital repository for data, knowledge,
communication, and advocacy supporting the Second Ten-Year Implementation Plan (STYIP) of Agenda 2063, Africa’s 50-year blueprint for inclusive growth and sustainable development. The
Platform enables data-driven tracking of progress across all 55 AU Member States, supporting evidence-based decision-making and reporting. The current version of the Agenda 2063 Dashboard, reflecting results from the First Ten-Year Plan, is accessible at:

2. Objectives of the Assignment
The objective of this consultancy is to integrate the Second Ten-Year Implementation Plan (STYIP)
indicator framework and the STYIP data analytics engine into the existing Agenda 2063 Digital Platform data analytics architecture. The Consultant will also design and integrate dedicated reporting
platforms for the eight (8) Regional Economic Communities (RECs), namely AMU, CEN-SAD, COMESA, EAC, ECCAS, ECOWAS, IGAD, and SADC. The upgraded platform will serve as the primary digital tool for tracking, analysis, and reporting of STYIP implementation at the continental, regional, and national levels, and will directly support the preparation and presentation of the First Biennial Continental Progress Report to the African Union Assembly in February 2026.

3. Scope of Work and Main Responsibilities
The Consultant will provide end-to-end web development and data analytics services to upgrade and operationalise the Agenda 2063 Digital Platform. Key tasks include:
i. Integration of STYIP Indicators and Data Analytics Engine
• Integrate the updated Agenda 2063 Second Ten-Year Implementation Plan (STYIP) indicator framework and data analytics engine into the existing data analytics engine and platform
architecture.
• Update and validate data input templates used by all 55 AU Member States, ensuring full compatibility and seamless integration.
• Enable trend analysis and comparison between the First and Second Ten-Year Implementation Plan dashboards and datasets, and future STYIP data sets
• Configure the front-end to allow users to disaggregate data and visually track progress on key variables (targets, indicators, baseline, and target values), improving upon the current
aggregate-only display.

ii. Design and Development of Regional Dashboards
• Develop standardised data entry templates tailored to the eight (8) Regional Economic Communities (RECs): AMU, CEN-SAD, COMESA, EAC, ECCAS, ECOWAS, IGAD, and SADC.
• Design and operationalise REC-specific dashboards and reporting interfaces to facilitate regional-level data analysis, aggregation, and visualisation.
iii. Integration of Data Analytics for AU Flagship Projects
• Integrate the 15 AU Flagship Project indicators into the continental dashboard.
• Populate AU Flagship web pages with content.
iv. Data Population and Repository Management
• Populate all dashboards—continental, regional, and national—with validated datasets
submitted by AU Member States, RECs, and AU institutions.
• Populate the Digital Knowledge Repository with reports, case studies, success stories, and
lessons learned, applying metadata tagging and improved search functionality.
v. Automation of Reporting and Analytics
• Configure the platform to support automated generation of national, regional, and continental progress reports.
• Enable interactive data visualisation and analytics, including trend analysis, and export functionalities directly within the dashboard.
• Conduct testing, debugging, and quality assurance to ensure the accuracy, reliability, and stability of all platform components.
vi. Capacity Building and Handover
• Prepare and deliver technical documentation, including system architecture details, user manuals, and administrator guides, to ensure sustainability and effective handover of the
enhanced platform.
4. Deliverables The Consultant will deliver the following outputs:
i. Inception Report and Work Plan (17th November 2025)
• Inception report detailing methodology, timelines, and assessment of the existing platform for integration of the STYIP indicator framework and data analytics engine.

ii. System Integration and Development (5th December 2025)

• Integrated STYIP indicators, data analytics engine and tested data entry templates for
55 Member States.
• Dashboards and data entry template for eight (8) RECs developed and tested.
• Populated web pages for AU Flagship Projects.
• Enhanced front-end with data disaggregation, trend analysis, and visualisation features.
• Submitted testing and quality assurance report confirming system accuracy and
stability.

iii. Data Population and Knowledge Repository (10

th December 2025)

• Populated continental, regional, and national dashboards with validated datasets.
• Operational digital knowledge repository containing reports, success stories, and lessons learned.
• Configured tools for automated reporting, visualisation, and data export.

iv. Handover and Final Report (24 December 2025)
• Develop user, administrator, and technical manuals, and final report

5. Qualifications and Experience Requirements
Experience of the Firm Applications may be submitted by a firm that meets the following criteria:
i. Minimum 10 years’ experience in data-driven web platform development for international or multilateral organisations.
ii. Proven experience in data analytics, dashboard design, and integration of analytical engines
(e.g., Power BI, Tableau, or custom analytics frameworks). Please provide samples of previous work done.
iii. Demonstrated ability to integrate new engines or APIs into existing CMS-based systems,
Drupal 8.9 or later. Please provide samples of previous work done.
iv. Strong background in database management (PostgreSQL/MySQL), API development, and
data visualisation frameworks (e.g., D3.js, Plotly, Dash). Please provide samples of previous work done.
v. Proven experience in data cleaning, analysis, and validation workflows for large datasets. Please provide samples of previous work done.
vi. Demonstrated success in projects involving automated reporting and trend analysis for development monitoring platforms. Please provide samples of previous work done.

vii. Experience with knowledge management and Search Engine Optimisation (SEO) for large-
scale web repositories. Please provide samples of previous work done.

viii. Demonstrated ability to design data analytics and web platforms in an appealing and user- friendly manner. Provide samples of previous work done.

Qualifications and work experience required for Key Experts
The selected firm will be required to provide experts to undertake the assignment. The
qualifications and experience required of the expert or team of experts are as follows:
Key Expert 1 – Team Leader, Senior Full Stack Web Developer/CMS Integrator
i. A minimum of a Bachelor's Degree in Information Systems, Computer Science or other
related field. Professional certification in applicable systems will be an added advantage.
ii. Minimum 10 years’ demonstrable experience in data-driven web platform development for
international or multilateral organisations.
iii. Demonstrated ability to integrate new data engines or APIs into existing CMS-based systems (preferably Drupal 8.9 or later).
iv. Strong background in database management (PostgreSQL/MySQL), API development, and data visualisation frameworks (e.g., D3.js, Plotly, Dash).
Key Expert 2 – Data Analyst/Business Intelligence (BI) Specialist
i. A minimum of a Bachelor's Degree in Information Systems, Computer Science or other related field.
ii. Proven experience in data analytics, dashboard design, and integration of analytical engines
(e.g., Power BI, Tableau, or custom analytics frameworks).
iii. Proven experience in data cleaning, analysis, and validation workflows for large datasets.
iv. Demonstrated success in projects involving automated reporting and trend analysis for development monitoring platforms
Additional expertise: web design and any other technical backstopping required based on the assignment needs costs of which will be included in the overall consultancy fee.

6. Shortlisting Criteria
For the evaluation of the expressions of interest, the following criteria will be applied:
• Specific experience of the Consultant (as a firm) relevant to the Assignment [35 Pts];
• Organisation and staffing [5 Pts]
• Key Experts’ qualifications and competence for the Assignment [ 50 Pts];
• Participation of AU members, women and youth among key experts [10 Pts]
The minimum qualifying score is 70 points. Only the firm with the highest score will be invited to submit
a combined technical and financial proposal. Selection will be conducted in accordance with the “Consultant Qualification Selection (CQS)” method as outlined in the AU Procurement Guidelines. Please note that this is an Expression of Interest (EOI) stage only; financial proposals should not be submitted at this time. 7. Submission Requirements
AUDA-NEPAD now invites eligible firms to indicate their interest in providing the Services. Interested
firms should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services and should submit the following documents for AUDA-NEPAD consideration:
i. Cover letter signed by an authorised official, expressing interest of the firm's interest in participate in the Consultancy;
ii. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and attached as Annex 1 below);
iii. Profile of the firm or consortium giving general background information, core business of the firm, summary of previous experience of a similar nature, registration certificates
iv. Profiles of experts indicating suitability of qualifications and experience, and availability for the assignment
i. In the cases of Consortiums/Partnerships/Associations shall be required to submit Joint venture Agreements/Joint Association letters stating the lead firm.
8. Eligibility Criteria
Only Consulting Firms are eligible for this assignment if they fulfil the following eligibility criteria:
a) Have no conflict of interest in relation to the performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a temporary
suspension or a debarment imposed by the African Union Commission, World Bank or any other multilateral development bank and are listed on the website
http://www.worldbank.org/debarr or, respectively, on the relevant list of any other multilateral development bank. Further, we are not ineligible under pursuant to a decision of the African
Union Commission, United Nations Security Council, along with any of the sub-consultants, subcontractors, suppliers, or service providers for any part of the contract;
c) Have not been convicted by a final judgement or a final administrative decision or subject to financial sanctions by the United Nations or Country for involvement in a criminal organisation, money laundering, terrorist-related offences, child labour or trafficking in human beings; this criterion of exclusion is also applicable to legal Persons, whose majority of shares are held or factually controlled by natural or legal Persons which themselves are subject to such convictions or sanctions;
d) Are not a shell company nor have their company been created specifically for this bid, and are legally registered to operate a business under the Laws of their country;
e) Are not being bankrupt, wound up or ceasing our activities, having their activities administered
by courts, having entered receivership, reorganisation or being in any analogous situation;

f) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly, anything of value to influence improperly the actions of another party; and
g) Comply with their national tax and social security laws.
9. Expressions of interest must be delivered to the address below by email on or before 12th November 2025 at 14:30 hours (South African Time) with the following title in the subject line of
the email: “Consultancy for Web Development Services for Agenda 2063 Digital Data Analytics Platform. 107/AUDA/DSTRAT/KM/CQS/2025,”
