2.0 OBJECTIVE OF THE ASSIGNMENT
The main objective is to provide strategic technical leadership and coordinated programme
initiative for effective regional implementation of SRHR initiatives, aligned with the SADC
SRHR Strategy and SDGs, through trend analysis, technical assistance, and integration into
national development frameworks
The specific objectives are as follows:
i. Objective 1: To enhance innovative leadership that boldly accelerates the SRHR
regional agenda;
ii. Objective 2: To ensure that national laws and policies protect and promote the SRHR of
adolescents and young people, particularly adolescent girls and young women, are aligned
with global and regional commitments and international human rights standards.
iii. Objective 3: To promote and support Member States' health systems strengthening to
incorporate and integrate SRHR as part of the Essential Benefit package and Universal
Health Coverage.
iv. Objective 4: To enhance monitoring and evaluation.
1.0 BACKGROUND
AUDA-NEPAD, as the African Union’s implementing agency, is committed to supporting AU Member
States through policy reforms that harness the demographic dividend, advance sexual and reproductive
health and rights (SRHR), and promote Universal Primary Healthcare (UHC). These efforts align with
Agenda 2063 and aim to support growth and development ambitions across the continent.
To achieve these goals, AUDA-NEPAD has launched the Initiative for Demographic Dividend and Sexual
and Reproductive Health (A2DSRH) programme. This 5-year grant program will target select AU Member
States and be implemented through Regional Economic Communities (RECs) and AU institutions, with
AUDA-NEPAD’s Project Management Unit (PMU) coordinating the rollout.
The A2DSRH programme is structured around six work packages for Member States and RECs, with
core objectives that include:
i. Promoting, coordinating, and supporting the effective implementation of regional and continental
policies on sexual and reproductive health and UHC, facilitating regional integration and accelerating the
goals of Agenda 2063;
ii. Collaborating with Regional Economic Communities (RECs) and Member States to support the
development and scaling of SRHR and demographic dividend programs across the continent;
iii. Championing and rallying global, continental, and regional support for SRHR and the demographic
dividend by serving as Africa’s political and technical interface with SRHR stakeholders; and
iv. Mobilizing resources from both domestic and external sources through the AUDA-NEPAD
programme to finance integrated SRHR and PHC/UHC services.
3.0 SCOPE/MAIN RESPONSIBILITIES OF THE ASSIGNMENT
The consultant will conduct preparatory and landscape analysis and support the
implementation of the SADC SRHR Strategy.
i. Provide technical guidance to the project teams and partners with expert advice on
how to implement high-quality SRHR programs;
ii. Align the SRHR Programme by developing practical and innovative SRHR program
plans that are tailored to the needs of each country or community;
iii. Conduct needs assessments by assessing country plans and organizations on
SRHR needs and help create relevant standards and guidelines;
iv. Identify the use of financial, human, and technical resources needed for SRHR
activities;
v. Review and share best practices to improve the quality and consistency of SRHR
services across different locations;
vi. Engage with stakeholders to align efforts and ensure smooth collaboration; and
vii. Tracking project progress, consolidating and documenting results, and sharing
lessons learned to improve future programming.
4.0 AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate
their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant
experience to perform the Services.
5.0 QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications
• An Advanced University Degree (Master’s or equivalent) in Public Health, International
Development, Health Policy, or a related field is required. A PhD in a relevant discipline
will be considered a distinct advantage.
Experience
• A minimum of ten (10) years of progressive experience in the design, implementation,
and evaluation of health and sexual and reproductive health (SRH) programmes, with a
strong focus on Southern Africa or comparable regional contexts;
• At least eight (8) years of proven experience in programme management, policy
development, and monitoring and evaluation within the health sector, including
leadership or advisory roles;
• Previous experience working with the SADC Secretariat or its affiliated institutions is a
significant advantage, demonstrating familiarity with regional coordination mechanisms
and protocols;
• Demonstrated experience working with a wide range of stakeholders, including:
International organizations (e.g., UN agencies, development partners), National
governments and ministries of health, Non-governmental organizations (NGOs), and
Civil society and private sector actors; and
• Proven ability to facilitate multi-sectoral collaboration and policy dialogue in the context
of SRH and demographic programming.
Desirable Skills and Competencies
i. Strong analytical and strategic thinking skills;
ii. Excellent communication, facilitation, and report writing abilities;
iii. Proficiency in results-based management and use of M&E tools;
iv. Familiarity with regional and global SRH frameworks, including ICPD, FP2030, and
SDGs; and
v. Ability to work effectively in multicultural and multidisciplinary teams.
6.0 SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied:
a. Qualifications - Education and Relevant Training (30 points);
b. Experience related to the Assignment (45 points);
c. Knowledge and experience of the region & local conditions (10 points).)
d. Preference margin for AU member state citizens, youths and women (10 points)
e. Language Proficiency (5 points)
The minimum qualifying score is 70 points
A Consultant will be selected in accordance with the Individual Consultant Selection (ICS)
method set out in the 2024 AU Procurement Manual. The Terms of Reference (TORs),
Request for Expression of Interest (REOI), and Statement of Declaration of Undertaking

7.0 SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD
consideration:
I. Cover letter;
II. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and
attached as Annex 1 below);
III. Curriculum Vitae (CV), indicating projects previously done by the Consultant; and
IV. Proof of stated Qualifications in the form of copies of the Degrees obtained.
8.0 REPORTING AND TIMELINES:
All reports are to be submitted to the AUDA-NEPAD’s SADC Focal Person for the A2DSRH
Programme and the SADC Secretariat Focal Person for review and approval. Final approval
will be given by the assigned contact person.
The assignment will be completed within a total of 120 man-days over 6 calendar months from
the date of the signing of the contract.
9.0 Only Individual Consultants are eligible for this assignment if they fulfil the following
eligibility criteria:
a) Have no conflict of interest in relation to the performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or, respectively, on the relevant list of any other
multilateral development bank. Further, are not ineligible pursuant to a decision of the
United Nations Security Council;
c) Have not been convicted by a final judgement or a final administrative decision or subject
to financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in
human beings; this criterion of exclusion is also applicable to legal Persons, whose
majority of shares are held or factually controlled by natural or legal Persons which
themselves are subject to such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;
f) They have not been the subject of a judgment which has the force of res judicata for
fraud, corruption, involvement in a criminal organization or any other illegal activity
detrimental to the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any
means which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
