Selection of an Individual Consultant to develop a data model for optimal useofECOWARN event data for risk evaluation
REFERENCE: ECW/DAGS-PROC-EWD/10-2025
The Economic Community of West African States (ECOWAS), in the frameworkof theexecution of its 2025 Budget, intends to apply a portion of the budgeted funds for the selectionofanIndividual Consultant to develop a data model for optimal use of ECOWARNevent dataforriskevaluation. 2. The overall objective is to optimize the use of the data and focus its use to align withthevisionof Regional Economic Area and a Common Community with shared social values. The EWDistherefore seeking to recruit a consultant to develop a risk calculation model using event data collectedthru ECOWARN. 3. The consulting services (“the Services”) include the deliverable listed under item4. belowandthe duration of the contract shall be for a maximum period of ninety (90) days. 4. Duties and responsibilities of the consultants: the Consultant is expected to workinclosecooperation with the Early Warning Directorate and will be responsible for the development pf adatamodel for optimal use of ECOWARN event data for risk evaluation. The tasks of the Consultantinclude the following: § Develop the mathematical model for the risk calculation, develop the software andscriptthat will be integrated to the existing ECOWARN Reporter and its database; Thecurrentsystem is developed using ASP and MS SQL database. § Develop analytical add-ons Machine learning (artificial intelligence) tool for ECOWARNhorizon scanning and forecasting. § Train EWD staff on the tool developed. 5. The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”)toindicate their interest in providing the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevant experience to performtheServices: CV, diploma, certificate, copies of similar contracts... The shortlisting criteria are as follow:
EDUCATIONAL QUALIFICATION
§ The consultant must hold at least a master’s degree in statistics, Data Analysis, DataManagement, or a similar field from a recognized University.
EXPERIENCE
§ Have ten (10) years’ experience in, mathematical model, statistics, IT systemdevelopment,web-based systems and programming, and good knowledge of Microsoft SQLServer, ASP,PHP etc. § Possess a sense of organization and good skills in communication, synthesis, anddrafting. § Knowledge of software development and database, quantitative data collectionmethodswith Excellent aptitudes in analysis. § Possess an excellent skill in technical drafting, and more specifically regular reportinginaccordance with the requirements of the project’s Donor and other technical andfinancialpartners. § Possess a good knowledge of data-processing tools and Broad knowledge of ECOWASEarly Warning System and deliverable or with similar international or regional institutions. LANGUAGE
§ The individual consultants shall be fluent in English, French or Portuguese Languages(reading, writing, speaking) and the practical knowledge (reading, writing, speaking) oftheother of the ECOWAS Official language (English, Portuguese or French) wouldbeanadvantage. NB: The attention of interested Individual consultants is particularly drawn to Article 118of theECOWAS Revised Procurement Code (“Infringements by Candidates, Bidders andAwardees”),providing information on corrupt or fraudulent practices in competing for or executing a contract. Inaddition, please refer to the following specific information on conflict of interest relatedtothisassignment as per “Article 119 of the ECOWAS Revised Procurement Code. 6. The Consultants will be selected in accordance with the selection of Individual Consultant setout in the Consultant Guidelines. The candidate with the highest score above the cut-off mark, will berequested to submit its Technical and Financial Proposal for negotiation.
