Dear Applicants,

RE: Consultancy to Develop Continental Anticipatory Action Guidelines
1. Background
The African continent is experiencing increasing disaster losses at an alarming rate due to increase
in frequency and magnitude of disasters. Floods, droughts, pest infestations, tropical cyclones,
heat and cold waves, disease outbreaks, wildfires to mention but a few are some of the major
disasters affecting the continent. The third biennial report on the Programme of Action for the
Implementation of the Sendai Framework for Disaster Risk Reduction 2015 – 2030 in Africa for the
Period of 2021 – 2022 indicates that the continent suffered economic losses of about 40 billion US
dollars. The continent is expected to experience increase in droughts, heavy precipitation, and
flooding, along with persistent landslides, wildfires, desertification, epidemics and insect
infestations (IPCC 2021). The confluence of natural hazards with development-linked factors is
already amplifying crises in Africa.
Disasters are also becoming complex in nature leaving a trail of destruction and carrying with them
high uncertainty in the interaction and, often cascading, propagation of risk. The complex nature
of disaster needs innovative ways to address the root cause and propel shift from reaction to
prevention and anticipation.
To address these Challenges, the African union Commission through the financial support from the
Government of Denmark is implementing the project Improving Africa Multi-Hazard Early
Warning Systems to reduce disaster risks and enhance anticipatory action under the Africa Multi-
hazard Early Warning System for Early Action (AMHEWAS) Programme. The project aims to
enhance the coordination and operationalization of Multi-Hazard Early Warning Systems in Africa
to reduce disaster risk and enhance anticipatory action.
In this context, the African Union commission wishes to engage a consultant from the African
Union Member States to develop the continental Guidelines on Anticipatory Actions. Therefore: -
1. The African Union Commission invites eligible individual consultant from the African
Union Member States to submit both Technical and Financial proposals for the
assignment as per attached Terms of Reference (TOR). Team application is not allowed
2. The consultant shall work remotely and travel to Addis Ababa or outside Addis Ababa on
matters concerning the assignment where possible. The costs of travel shall be covered by
the African Union Commission
3. The Consultancy service will be selected under a Fixed Budget criterion
4. Expression of Interests must be received at the address below on or before 25 November
2025 at 17:00 Hrs.
