SECTION I: LETTER OF INVITATION
13 November 2025
Dear Applicants,
REF: INDIVIDUAL CONSULTANT TO SUPPORT THE INTERIM SECRETARIAT OF
THE AFRICAN MINERALS DEVELOPMENT CENTRE (AMDC), DOMICILED AT THE
AFRICAN UNION COMMISSION, DEPARTMENT OF ECONOMIC DEVELOPMENT,
TRADE, TOURISM, INDUSTRY AND MINERALS.
1. The African Union Commission wishes to select a highly qualified African expert to
undertake the above assignment. The AUC now invites interested Individual Consultants
to submit CVs for the assignment as per attached Terms of Reference (TORS).
2. A Consultant will be selected on the basis of their qualifications and experience in
accordance with the provisions on the selection of Individual Consultants and the pass mark
shall be 70 points.
3. The EoIs must include the following:
(i) A Cover Letter outlining the understanding of the assignment and methodology
(ii) CV demonstrating experience with similar assignments.

SECTION II: TERMS OF REFERENCE
1. BACKGROUND
Africa is endowed with vast mineral resources but the continent has not been able to harness these
resources effectively for optimal sustainable and inclusive development. It has been estimated that
between 10 and 15 percent of the value generated from Africa’s minerals is retained on the continent.
The Africa Mining Vision (AMV) was therefore adopted in 2009 to reposition the continent’s
abundant mineral wealth as a driver of broad-based and sustainable socio-economic development. At
its core, the AMV emphasizes equitable benefit-sharing, environmental sustainability, economic
development and diversification, steering away from the historical paradigm of mere resource
extraction and predicated on predominantly foreign direct investment models. The African Minerals
Development Center (AMDC) was established in 2013 by the Summit of the African Union Heads
of State and Government (Assembly/AU/Dec.589(XXVI)), to provide strategic operational support
and coordination for the implementation of the Africa Mining Vision (AMV) and its Action Plan.
The functions of the AMDC, as stipulated in the Statutes of the AMDC, include to “support Member
States in the formulation, harmonization and implementation of coherent policies, legal and fiscal
regimes which are geared towards development of the mineral sector”. This consultancy service
therefore is to lead implementation of AMDC’s function on ensuring mining sector policy
harmonization across the continent and in alignment with the Africa Mining Vision and its
accompanying Action Plan.
OBJECTIVE OF THE ASSIGNMENT
The objective is to recruit an individual consultant to coordinate processes, plans and efforts to drive
policy and governance reforms in the mining sector of AU Member States towards realization of the
Africa Mining Vision. This process will include but not limited to overseeing governance
assessments that will leverage key frameworks including the African Minerals Governance
Framework (AMGF), the African Green Minerals Strategy, and the African Minerals and Energy
Resource Classification and Management System (AMREC) which is deployed together with the
Pan-African Resource Reporting Code (PARC) and contribution towards advancing reforms to
reposition the Artisanal and Small-Scale Mining Sector to generate optimum outcomes. The role will
require collaboration and engagements of key actors in national governments of member States,
regional economic communities (RECs), multilateral and bilateral development partners, private
sector entities, civil society organizations relevant to the African mining sector, academia, and
international and subregional organizations with mandates in Africa’s mining sector.
2. SCOPE OF THE ASSIGNMENT
The individual consultant will:
1. Lead diagnostics of the main policy issues impeding mining sector development in member
States, in collaboration with national mining sector entities, and development partners and
develop prioritized solutions in collaboration with relevant stakeholders to optimize
generation and in-country retention of benefits in alignment with the Pillars of the AMV
2. Provide technical support in the management and implementation of the policy, regulatory

framework, and capacity building to strengthen policy environment for minerals to achieve
the AMV
3. Provide guided support on specifically assigned partnerships and partnership engagements
with multiple stakeholders with mandates in Africa’s mining sector
4. Liaise and collaborate with Member States, Regional Economic Communities (RECs),
Technical Partners, and other stakeholders on relevant matters regarding the mining sector
policy and governance architecture of Member States
5. Facilitate stakeholder discussions, including delivering presentations on strategic mining
sector policy initiatives to subnational and national governments, subregional and continental
bodies, bilateral and multilateral development partners, and the private sector to advance the
pillars of the AMV in member States
6. Facilitate in-country mining sector multi-stakeholder policy development dialogues and
workshops
7. Coordinate and facilitate capacity development initiatives and sessions for effective
performance of policy making functions of governments in mineral resource rich member
States
8. Support programme development, implementation and reporting activities as related to the
AMDC’s Business Plan, and relevant programmatic activities, and in support of policy
development in member States
9. Prepare programme and project proposals to support policy development; and
10. Perform other relevant duties as relate to the objectives of the Centre.
3. DURATION OF ASSIGNMENT
The assignment shall be for a period of 3 months.
4. SELECTION METHOD
The Minerals Policy Development Consultant will be selected under the Fixed Budget Selection
Method.
5. PAYMENT
The Consultant will be paid a fixed lumpsum fee of USD 15,000 for the assignment. The payment shall
be paid in accordance with the stated deliverables as indicated above and is inclusive of all costs and
profits as well as tax obligations that may be imposed on the Consultant.

6. REQUIRED QUALIFICATION AND EXPERIENCE
The individual consultant shall have the following qualifications and experience:
• Master’s degree in Development Policy or any relevant field from a recognized educational
institution.
• A minimum of 5 years of professional experience in the field of mining sector policy analysis
and research, and stakeholder engagement in Africa’s mining sector; at least 18 months of which
should be with the African Union or its agencies and/or United Nations.
• Experience in coordinating and facilitating stakeholder engagements on the Africa Mining Vision
and its associated frameworks including the African Minerals Governance Framework.
7. LANGUAGES AND COMMUNICATION SKILLS
Excellent written and oral communication and presentation skills are required in English languages
or other AU languages.

9. CONFIDENTIALITY AND OWNERSHIP
All information and documents shared during the assignment are strictly confidential and may not be
disclosed or used for any purpose outside the scope of this consultancy. Final deliverables will be
submitted to ETTIM/AMDC, which retains full ownership and reserves the right to amend the
documents before final approval by the relevant policy organs.
10. REPORTING AND SUPERVISION
The Minerals Policy Development Consultant will report directly to the Senior Advisor, Geological
and Minerals Information of the African Minerals Development Centre (AMDC) within the
Department of Economic Development, Trade, Tourism, Industry and Minerals.

The African Union Commission now invites eligible Individual Consultants to indicate their interest
in providing the Services. Interested candidates must provide information demonstrating that he/she
has the required qualifications and relevant experience to perform the services. Applicants must
