SECTION I: LETTER OF INVITATION

13 November 2025
Dear Applicants,
REF: INDIVIDUAL CONSULTANT TO SUPPORT THE AUC-AFRICAN MINERALS
DEVELOPMENT CENTRE (AMDC) IN THE IMPLEMENTATION OF THE AFRICAN
MINING VISION (AMV) AMREC-PARC AND AFRICA’S GREEN MINERALS
STRATEGY AS A SENIOR COMMUNICATIONS STRATEGY AND DIGITAL
ADVOCACY EXPERT.
1. The African Union Commission wishes to select a highly qualified African expert to
undertake the above assignment. The AUC now invites interested Individual Consultants
to submit CVs for the assignment as per attached Terms of Reference (TORS).
2. A Consultant will be selected on the basis of their qualifications and experience in
accordance with the provisions on the selection of Individual Consultants and the pass mark
shall be 70 points.
3. The EoIs must include the following:
(i) A Cover Letter outlining the understanding of the assignment and methodology
(ii) CV demonstrating experience with similar assignments.
4. The EoIs must be submitted to the following e-mail address: [email protected]

5. The title of the Procurement and Procurement Number must appear as subject of e-mail
submissions.
6. The Deadline for submission of EoIs is 1500 Hrs. East African Time, on 27th November
2025. Late applications will not be considered.

SECTION II: TERMS OF REFERENCE

1. BACKGROUND
The Africa Mining Vision (AMV), adopted by African Union Heads of State and Government in
2009, serves as the continent’s strategic framework for leveraging its vast mineral wealth to drive
inclusive economic growth, structural transformation, and sustainable development in line with
Agenda 2063. Central to the AMV is the promotion of transparent and accountable mineral
governance, local value addition, and integrated linkages between the mining sector and other key
areas of the economy.
Amid the global shift toward renewable energy and green technologies, Africa’s critical and strategic
minerals such as lithium, cobalt, graphite, and rare earth elements—have gained increased global
prominence. In response, the Africa Green Minerals Strategy (AGMS), developed under the AMV
framework, aims to position the continent as a competitive and responsible supplier of green energy
transition minerals, while safeguarding environmental sustainability and maximizing socio-economic
benefits for African citizens.
To operationalize these ambitions, two critical instruments have been developed: the African Mineral
Resources Classification and Management System (AMREC) and the Pan-African Resource
Reporting Code (PARC). AMREC provides a harmonized continental framework for classifying,
estimating, and managing mineral resources, promoting consistency, transparency, and comparability
across Member States. PARC complements this by establishing Africa’s first unified code for public
reporting of exploration results, mineral resources, and reserves, aligned with international best
practices and standards.
Together, AMREC and PARC form the backbone of Africa’s efforts to strengthen mineral resource
governance and enhance investor confidence, while ensuring that mineral wealth contributes
meaningfully to sustainable development and economic sovereignty. The African Minerals
Development Centre (AMDC), the AU’s specialized agency for implementing the AMV, plays a
central role in coordinating these initiatives and driving policy advocacy, institutional capacity
building, and stakeholder engagement across the continent.
To scale up visibility and impact, the AMDC seeks to engage a Senior Communications Consultant
with expertise in strategic communication, digital advocacy, and policy outreach to lead awareness
campaigns and ensure broad dissemination of the AMV and the Green Minerals Strategy across
Africa and globally.
2. OBJECTIVE OF THE ASSIGNMENT
The objective is to recruit an individual communications expert to support the AMDC in the
coordination, management, and implementation of strategic communications, digital advocacy, and
stakeholder engagement for the AMV, AMREC-PARC and Africa’s Green Minerals Strategy by
developing and executing comprehensive communications plans, campaigns, and capacity-building
initiatives.
3. SCOPE OF THE ASSIGNMENT
a) The expert will:
a) Provide technical support in the design and implementation of communications
strategies for the AMV, AMGF assessments, AMREC-PARC, ASM continental strategy
activities and Africa`s Green Minerals Strategy, ensuring alignment with AU Agenda
2063.

b) Lead digital advocacy campaigns, including social media engagement, content creation,
and multimedia production (e.g., videos, infographics, podcasts).
c) Liaise with Member States, RECs, development partners, and private sector
stakeholders to promote the AMV and Green Minerals Strategy.
d) Develop policy briefs, newsletters, and reports to communicate AMDC’s achievements
and challenges.
Organize workshops, webinars, and training sessions on strategic communications for
AMDC staff and stakeholders.
e) Monitor and evaluate the impact of communications activities using analytics tools (e.g.,
Google Analytics, Hootsuite).

4. DELIVERABLES
The expert will:
1. Develop an Integrated Communications Strategy for the AMV, AMGF, AMREC-PARC,
ASM continental strategy activities and Africa’s Green Minerals Strategy, including KPIs
and work plans.
2. Produce monthly digital campaigns with performance reports.
3. Create multimedia content (videos, infographics, policy briefs) for AU platforms.
4. Organize at least two (2) stakeholder workshops/webinars on Critical energy transition / green
minerals and AMV implementation.
5. Maintain social media platforms.

6. Submit a final report with recommendations for sustaining communications efforts post-
assignment.

5. DURATION OF ASSIGNMENT
The assignment shall be for a period of 3 months.
6. SELECTION METHOD
The Communications Expert will be selected under the Fixed Budget Selection Method.
7. PAYMENT
The Consultant will be paid a fixed lum-psum fee of USD15,000 for the assignment. The payment
shall be paid in accordance with the stated deliverables as indicated above and is inclusive of all costs
and profits as well as tax obligations that may be imposed on the Consultant

8. REQUIRED QUALIFICATION AND EXPERIENCE
The Expert who is envisioned to undertake this assignment must have a proven track record in
fields related to Strategic Communications and Digital Advocacy, Policy Messaging
Frameworks, Minerals Sector Campaign Management, and Development Communication at the
continental level.
The following Qualifications and experience are required:
1. A Bachelor’s degree in Communications, Digital Media, Public Relations, or a related
discipline.
2. A minimum of 10 years of professional experience in strategic communications, digital
marketing, or advocacy, with at least 18 months of demonstrated focus on the minerals sector
within the African Union and Regional Economic Communities (RECs).
3. Proven track record in developing and executing communications strategies in the mineral
resources sector, including campaigns on green and critical minerals. (Please attach samples
of relevant past work.)
4. Proficiency in key digital tools, including Adobe Creative Suite, Google Analytics, and social
media management platforms such as Hootsuite and Tweet reach.
9. LANGUAGES AND COMMUNICATION SKILLS:
Excellent written and oral communication and presentation skills are required in English language or
other AU languages.
10. EVALUATION CRITERIA

1.1 A degree in communications, Digital Media, Public Relations, or related fields and
relevant years of experience in Strategic Communications, Development Studies,
International Relations, Media for Social Change, or in related fields.

1.2 Twelve (12) years of working experience, four (4) years of which should be on
engagement with regional or continental stakeholders and stakeholders within
AU Members States and relevant international organizations in designing
and implementing Communications plans.

2 Experience relevant to the assignment
2.1 Experience in coordinating and implementing continental communications
programmes, strategies, and policy advocacy frameworks for AU and specialized
institutions, with demonstrated work across Pan-African institutions on
continental mining and green minerals initiatives, preferably relevant to AU
Agenda 2063, such as AMV, Africa's Green Minerals Strategy, PIDA, AMDC,
and AUDA-NEPAD.

11. CONFIDENTIALITY AND OWNERSHIP
All information and documents shared during the assignment are strictly confidential and may not be
disclosed or used for any purpose outside the scope of this consultancy. Final deliverables will be
submitted to ETTIM/AMDC, which retains full ownership and reserves the right to amend the
documents before final approval by the relevant policy organs.
12. REPORTING AND SUPERVISION
The Senior Communications Strategy and Digital Advocacy Expert will report directly to the Senior
Advisor, Geological and Minerals Information of the African Minerals Development Centre
(AMDC) within the Department of Economic Development, Trade, Tourism, Industry and Minerals.

13. INVITATION
The African Union Commission now invites eligible Individual Consultants to indicate their interest
in providing the Services. Interested candidates must provide information demonstrating that he/she
has the required qualifications and relevant experience to perform the services. Applicants must
submit the following documents:
1. A detailed CV and work plan indicating key activities to be undertaken, deliverables at key
stages/phases should be submitted.
