1. INTRODUCTION
African Union Development Agency – NEPAD (AUDA-NEPAD) has received a grant from the International Development Association (IDA) of the World Bank to implement the Water, Supply,
Sanitation and Hygiene (WASH) Project and intends to apply part of the proceeds for consulting services and one of the key Individual Consulting service positions for the Project
Implementation Unit (PIU) within the WASH project is the Financial Management Specialist.
2. SCOPE/MAIN RESPONSIBILITIES OF THE ASSIGNMENT
• Prepare budgets in compliance with the AU and world bank rules for approval by policy organs;
• Upload budget on financial management and reporting tool;
• Preparequarterly Iinterim financial reports (IFRs) , and annual financial statements for audit;
• Undertake Reconciliation of Designated, and Operational Accounts and funding balances;
• Monitor the performance of fund of the Projects and ensure that timely replenishments are made to implement the project’s planned activities;
• Conduct quarterly budget variance analysis with monthly internal tracking of expenditure and income;
• Complete financial transactions of the project;
• Support audits and ensure timely implementation of audit of audit recommendations;
• Provide financial analysis and planning support to PIU leadership.
3. DELIVERABLES
The Consultant is expected to deliver the following:
i. Project setup on ERP system for implementation;
ii. Quarterly IFRs and financial reports./prepare monthly/quarterly/annual financial
statements and returns, as well any other financial status reports required by Management, Stakeholders, Partners etc;
iii. Annual audited financial statements;
iv. Quarterly variance analysis shared with PIU;
v. Completed, approved and monitored budget;
vi. Accurate financial transactions processed and completed on ERP system;
vii. Prepare Monthly reconciliation statements for bank account;
viii. Prepare timely withdrawal applications for replenishments to the special accounts (SA’s) as well as direct payments to suppliers and/or contractors, in accordance with the laid down procedure and guidelines;
ix. Furnish the World Bank with any other information concerning the records, accounts,
financial statements, or audit as maybe required;
x. Ensure that accounting policies, procedure guidelines and ethical business practices are adhered to at all times in the conduct of business;
xi. Perform any other tasks as may be assigned by the project coordinator or Head of Finance
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications
• Minimum of B.A Degree in Accounting, Finance, Audit or similar field
• Chartered Accountant (CA/CPA/ACCA) is mandatory.
Experience
• 7+ years of financial management experience in donor-funded projects.
• Must have completed a minimum of three assignments of a similar nature
• Knowledge of WB financial reporting standards and AU systems.
• Familiar with International Public Sector Accounting Standards (IPSAS)
• High level of organization, with great attention to detail and accuracy
• Knowledge and hands on experience of Microsoft Word and Excel.
• Good communications skills, honesty, sincerity, attention to detail, and ability to work in
a large team environment, with diverse cultural backgrounds.
• Demonstratable knowledge and hands on experience with financial management reporting software, particularly Client Connection
5. SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied:
a. Qualifications - Education and Relevant Training (30 points);
b. Experience related to the Assignment (40 points);
c. Similar previous experience related to the Assignment (20 points); and
d. Knowledge and experience of the region & local conditions (10 points).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.14 and 3.16 of
the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest. TORs are attached as
Annex 2
6. SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD
consideration:
I. Cover letter confirming compliance to eligibility.
II. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and attached as Annex 1 below);
III. Curriculum Vitae (CV); and
IV. Proof of stated qualifications in the form of the copies of the degrees obtained.
7. REPORTING AND TIME SCHEDULES:
The Consultant all reports shall be submitted and approved by the Project Manager WASH or his designate within the AUDA-NEPAD.
8. Only Individual Consultants are eligible for this assignment if they fulfil the following eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, atemporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other
multilateral development bank. Further, are not ineligible pursuant to a decision of the United Nations Security Council.
c) Have not been convicted by a final judgement or a final administrative decision or subject
to financial sanctions by the United Nations or Country for involvement in a criminal organisation, money laundering, terrorist-related offences, child labour or trafficking in human beings; this criterion of exclusion is also applicable to legal Persons, whose
majority of shares are held or factually controlled by natural or legal Persons which themselves are subject to such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly, anything of value to influence improperly the actions of another party;
f) They have not been the subject of a judgment which has the force of res judicata for
fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any means which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
