THE AFRICA THINK-TANK-PLATFORM (ATTP) PROJECT
Assignment Title: Selection and Employment of Consultant to carry out Project Financial

Statements (PFSs) Audit

The Africa Union Commission has received financing from the World Bank toward the cost of the Africa
Think-Tank-Platform (ATTP) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Selection and Employment of Consultant to carry out
Project Financial Statements (PFSs) Audit.
The objective of the audit of the Project Financial Statements (PFSs) is to enable the auditor to express
a professional opinion(s) on the financial position of the project at the end of each fiscal year, and on
funds received and expenditures incurred for the relevant accounting period
The audit of the project will be carried out in accordance with International Standards on Auditing
(ISA) promulgated by the International Federation of Accountants (IFAC) and will include such tests
and auditing procedures as the auditor will consider necessary under the circumstances. Special
attention should be paid by the auditor as to whether the:
 Goods, work and services financed have been procured in accordance with the relevant
financing agreements including specific provisions of the World Bank Procurement Policies
and Procedures
 All necessary supporting documents, records, and accounts have been maintained in respect of
all project activities, including expenditures reported using Interim Unaudited Financial Report
(IFR) methods of reporting. The auditor is expected to verify that respective reports, issued
during the period were in agreement with the underlying books of account.
 Designated Accounts have been maintained in accordance with the provisions of the relevant
financing agreements and funds disbursed out of the Accounts were used only for the purpose
intended in the financing agreement.
 Relevant laws and regulations have been complied with, and the financial and accounting
procedures approved for the project (e.g. operational manual, financial procedures manual, etc.)
were followed and used;
(a) Financial performance of the project is satisfactory.
(b) Assets procured from project funds exist and there is verifiable ownership by the
implementing agency or beneficiaries in line with the financing agreement.
(c) Ineligible expenditures included in withdrawal applications are identified and
reimbursed to the Designated Accounts. These should be separately noted in the audit
report

The accounting period subject to audit shall be January 2025 to December 2025.
The Total Person Month input for the assignment shall be 2.5 Months.
The African Union Commission now invites eligible consulting firms (“Consultants”) to submit their
interest in providing the Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the Services.

THE SHORTLISTING CRITERIA ARE:
1. Firm’s core business and years in Business
2. General and Similar Experience of the firms in the assignment
3. Technical and Managerial capability of the firm
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the
World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020.
Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in
Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if
selected.
The selection method is Least Cost Selection method as set out in the Procurement Regulations.
