Invitation for Bids

1. The Public Security Directorate has received funds from Agence Française de Développement (The French Development Agency) towards the cost of “Strengthening Civil Protection and Relief Capacities in Jordan”. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contracts for providing PSD with specialized vehicles and equipment.
2. PSD now invites sealed bids from eligible bidders for the procurement of 5 following lots (contracts):
• Lot A | 8 (eight) high capacity water pumping units
• Lot B | 6 (six) pickups with extendable light poles
• Lot C | 6 (six) fully equipped firefighting vehicles
• Lot D | 12 (twelve) paramedic ambulances
• Lot E | 3 (three) water tank vehicles
3. Interested eligible bidders may obtain further information by contacting the responsible officer Colonel Amjad Al Qudah either by email at

4. A complete set of Bidding Documents may be purchased by interested bidders as follows:
A. Local Bidder: submit a written application to the PSD tenders committee upon payment of a non-refundable fee of 100 JOD (one hundred Jordanian dinars) in the Financial Department in PSD in addition to a valid vocational license and the commercial Register document of their company or institution. Fees must be paid at least one day before the deposit application and an invoice will be issued by PSD to the bidder.
B. International Bidder: should have a local agent in Jordan having an official authorization from the international company to purchase the Bidding Documents and submit a written application to PSD tenders committee upon payment of a non-refundable fee of 100 JOD (one hundred Jordanian dinars) in the Financial Department in PSD in addition to a valid vocational license and the commercial Register document of their company or institution. Fees must be paid at least one day before the deposit application and an invoice will be issued by PSD to the bidder.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods.
6. Bids must be delivered to the above office on the 14 September 2021 (extended to the 5th of October, see "Latest notification, dated the 29th of August 2021"), before 10am Jordan time. and must be accompanied by bid bond guarantee.
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend on 14 September 2021 (extended to the 5th of October, see "Latest notification, dated the 29th of August 2021") at 10am Jordan time at the offices of PSD Procurement Department located Umarsh – Al Mugableen, Al-Quds Street in Amman.
8. Qualification criteria are as follows:
- Representative: the Bidder(s) must have a certified and authorized representative in Jordan;
- Historical Contract Non-Performance as detailed in Bidding Documents
- Financial Situation and Performance as detailed in Bidding Documents
- Experience: similarity and specific experience
