1. The Chinese government has applied for funds from Agence Française de Développement (the French Development Agency) toward the cost of Demonstration Project on Ancient City Protection and Urban Renewal Development in Qixian County, Shanxi Province. It is intended that part of the proceeds of these funds will be applied to eligible payments under the Contract for Procurement of Road system renovation project, Telecommunication server room project, Control room and pump room project, Heat North Station, Heat South Station, Heat West Station, Bathroom renovation project, 10KV ancient city line renovation project, 10KV ancient city Ⅱ line new construction project, 10KV city line renovation project, 10kV city new line construction project and which contained in the bill of quantities and joined drawings which is included in Works for Streets and Urban Infrastructures Renovation of Zhaoyu Ancient Town. The construction period of these works is 14 months.
2. Minmetals International Tendering Company, entrusted by the Qixian Tourism Development Service Center (the Employer), now invites sealed bids from all eligible and qualified bidders for the Works for Streets and Urban Infrastructures Renovation of Zhaoyu Ancient Town.
3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of the French Development Agency.
4. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at Minmetals International Tendering Co., Ltd. (Room D205, Minmetals Plaza, No.5, SanLiHe Road, Haidian District 100044 Beijing, PR China) from 20 July to 13 August 2021, 9:00 a.m. to 5:00 p.m., Monday to Friday.
5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
6. Qualifications requirements include:
(a) Be an independent legal person registered within People’s Republic of China. It must have Grade I or above Qualification for Municipal Public Works Construction General Contract, Grade I Qualification for Ancient Architecture Engineering Professional Contract, Grade III or above Qualification for Electric Power Engineering Construction General Contract and valid Safety Production Permit.
(b) Have a minimum average annual turnover of CNY 360,000,000.00, calculated as total certified payments received for contracts in progress or completed, within the last THREE (3) years (2018 -2020).
(c) The bidder should provide bank reference issued within 3 months before deadline of bid submission by a reputable first class bank.
(d) The bidder must have constructed at least two municipal engineering projects in the past five years (2016.1.1-2020.12.31), each with a value of at least CNY 180,000,000.00 or other equivalent currency.
(e) The bidder must have constructed at least one district heating projects in the past five years (2016.1.1-2020.12.31), with a value of at least CNY 5,000,000.00 or other equivalent currency.
(f) The bidder must have constructed at least one historic street restoration or historic road renovation projects in the past five years (2016.1.1-2020.12.31), with a value of at least CNY 3,000,000.00 or other equivalent currency.
(g) The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet cash-flow requirement of CNY 36,000,000.00 or other equivalent currency.
(h) Submission of audited financial statements or if not required by the law of the bidder’s country, other financial statements acceptable to the Employer, for the last THREE [3] years (2018-2020) to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive.
(i) Bidders should provide: ISO 9001 Quality Management Certificate, ISO 14001 Environmental Management Certificate, ISO 45001 or OHSAS 18001 Certificate of Occupational Health and Safety Assessment Series.
(j) The joint venture is not accepted for this project.

7. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the Minmetals International Tendering Co., Ltd. (Room D205, No. 5, Sanlihe Road, Haidian District, Beijing 100044, China) and upon payment of a nonrefundable fee CNY 8000 from 20 July to 13 August 2021, 9:00 a.m. to 5:00 p.m., Monday to Friday. 8. Bids must be delivered to the Room 203, 2/F, Huadun Industrial Building, No.88 Development Road, Jin Yang Street, Taiyuan, Shanxi Province at or before 10:00 a.m. (Beijing Time), September 16, 2021. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the Room 203, 2/F, Huadun Industrial Building, No.88 Development Road, Jin Yang Street, Taiyuan, Shanxi Province at 10:00 a.m. (Beijing Time) September 16, 2021. All bids must be accompanied by a bid security of EUR 240,000.00 or CNY 1,800,000.00.
