 Proven experiences in providing complex technical services for development projects financed by international donors, and coordinating multiple experts.
 Proven knowledge of ASEAN Mutual Recognition Arrangement on Tourism Professionals, Common ASEAN Tourism Curriculum, Toolboxes and ASEAN Tourism Qualifications Framework is a strong asset.
 Previous experience in Asia is preferable.

TECHNICAL ASSISTANCE
(Training Lot 2)

Expression of Interest

The Ministry of Tourism (MoT) has received a concessional loan from the French Agency for Development (AFD) to finance the setting-up of the Vocational Schools of Tourism (V.S.T.). Through this loan, the MoT intends to apply part of it to recruit a technical assistance (TA) to prepare the implementation of the training and facilitate its actual implementation within the two schools (“the Consultant”).
The V.S.T. is a project of the MoT to develop skills for individuals in the tourism sector to meet the growing demand in tourism. The MoT intends to create two vocational schools, one in Phnom Penh and another in Sihanoukville.
The Project requires a Technical Assistance (Training Lot 2) to assist the MoT in the implementation of the schools. The objectives of the TA are diverse: (i) preparing the implementation of training including but not limited to develop training curricula (and/or adapt existing ones (TA Training Lot 1)), notably in coordination with employers’ representatives, training of newly recruited trainers, school’s organigram, operation and administrative (ii) Support to training implementation

Mission of the Technical Assistance

1. The missions of the consultants consist of:
Phase 1: Prepare for implementation of the tourism vocational training program
 Design a long and short term training and apprenticeship curricula based on ASEAN Common Competency Standard for tourism professional (ACCSTP) and international standard.
 Develop training toolboxes consist of trainer guide, trainee manual, assessment manual and powerpoint presentation for each unit competency responding to each level of national and ASEAN qualifications.
 Build capacity of trainers and assessors to be the resource persons for the V.S.T
 Set up the internship system for the long term courses.
 Support the management of the VST for recruitment, promotion, quality assurance systems, organisation, economic model (highlighting sustainability model), status, planning, and cooperation with other tourism professionals, institutes and companies.
 Develop and equip V.S.T with hard and soft infrastructure to be an assessment center and center of excellence for MRA-TP implementation.
 Work closely with TA Capacity Building for strengthening the capacity of public and private stakeholders to assure the training curricula have been developed comprehensively with the involvement of public-private stakeholders.
Phase 2 : Support the training implementation
 Train the trainers on training methodology (pedagogy) and technical skills in compliance with the ASEAN standards and progressive transfer of know-how to the trainers with support to training implementation
 Provide mentoring program to trainers and assessors to ensure the consistency and quality of training programs provided by V.S.T
2. The TA shall comply with the following requirements:
 Proven experiences in developing training curricula, particularly for tourism, hospitality and catering industry.
 Proven experiences in setting-up and/or managing tourism vocational/ training schools/ institutions.
 Proven experiences in providing complex technical services for development projects financed by international donors, and coordinating multiple experts.
