AVIS D’APPEL D’OFFRES INTERNATIONAL OUVERT N°008/AAOIO/MINEFOP/CIPM/2021 DU 22 JUILLET 2021 POUR LA REALISATION DES TRAVAUX DE CONSTRUCTION DES CENTRES DE FORMATION AUX METIERS DE BERTOUA ET DE NGAOUNDERE (DEUX LOTS)
FINANCEMENT : FOND C2D suivant Convention n°CCM 1443 01 K du 28 juin 2018
1. OBJET DE L'APPEL D'OFFRES
Dans le cadre de l’amélioration de la qualité de l’offre de formation professionnelle adaptée aux projets structurants et orientée vers l’émergence du Cameroun à l’horizon 2035, le Ministre de l’Emploi et de la Formation Professionnelle à travers le Programme TRANSFAGRI sur fonds C2D lance un Appel d’Offres International Ouvert pour la réalisation des travaux de construction des Centres de Formation aux Métiers (CFM) de Bertoua et Ngaoundéré.
2. CONSISTANCE DES TRAVAUX
Les travaux, objet du présent Appel d’Offres consistent en la réalisation des travaux de construction des bâtiments suivants :
CFM de Bertoua
Tranche ferme : dix (10) bâtiments
1. un (01) Bâtiment Administration;
2. un (01) Bâtiment Exposition Vente;
3. un (01) Bâtiment Salles de Formation;
4. un (01) Bâtiment CDI Salles informatiques;
5. un (01) Bâtiment Atelier de transformation animale ;
6. un (01) Bâtiment Atelier de transformation de bois ;
7. un (01) Bâtiment Atelier d’Électromécanique;
8. un (01) Local Gardiennage (Check point ou Guérite),
9. un (01) Snack bar
10. un (01) Préau. Tranche conditionnelle
11. un (01) Bâtiment Atelier de transformation végétale,
12. un (01) hangar pour Atelier de transformation de bois ;
13. une (01) Aire de jeux.
CFM de Ngaoundéré
Tranche ferme : dix (10) bâtiments
1. un (01) Bâtiment Administration;
2. un (01) Bâtiment Exposition Vente;
3. un (01) Bâtiment Salles de Formation;
4. un (01) Bâtiment CDI Salles informatiques;
5. un (01) Bâtiment Atelier de transformation végétale ;
6. un (01) Bâtiment Atelier de transformation animale ;
7. un (01) Bâtiment Atelier de Maintenance énergie ;
8. un (01) Local Gardiennage (Check point ou Guérite) ;

3. DELAI D’EXECUTION
Le délai maximum d’exécution prévu par le Maître d’Ouvrage pour la réalisation des travaux est de quinze (15) mois pour chaque Centre pour la tranche ferme, de trois (03) mois pour la tranche conditionnelle du CFM de Bertoua et de deux (02) mois pour la tranche conditionnelle du CFM de Ngaoundéré.
4. ALLOTISSEMENT
Les travaux, objet du présent Appel d’Offres sont repartis en deux lots ainsi qu’il suit :
- Lot 1 : réalisation des travaux de construction des Centres de Formation aux Métiers (CFM) de Bertoua ;
- Lot 2 : réalisation des travaux de construction des Centres de Formation aux Métiers (CFM) de Ngaoundéré.
5. COUT PREVISIONNEL
Le coût prévisionnel des travaux issue des études préalables est de :

• CFM de Bertoua : un milliard cent trente-deux millions trois cent mille (1 132 300 000) FCFA TTC dont neuf cent quarante-neuf millions (949 000 000) FCFA TTC pour la tranche ferme et cent quatre-vingt-trois millions trois cent mille (183 300 000) FCFA TTC pour la tranche conditionnelle.

• CFM de Ngaoundéré : neuf cent quarante-six millions deux cent mille (946 200 000) FCFA TTC dont neuf cent deux millions (902 000 000) FCFA TTC pour la tranche ferme et quarante-quatre millions deux cent mille (44 200 000) FCFA TTC pour la tranche conditionnelle.

6. PARTICIPATION ET ORIGINE
La participation au présent appel d'offres est ouverte aux entreprises ou groupements d'entreprises nationales ou internationales du secteur de bâtiments, avec une expérience avérée dans la réalisation des travaux des bâtiments.
7. FINANCEMENT
Les travaux objet du présent Appel d'Offres seront financés par les Fonds C2D de la Composante 3 du Programme TRANSFAGRI suivant la Convention n°CCM 1443 01K du 28 juin 2018 pour la tranche ferme.
8. CAUTION PROVISOIRE
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission, valable pendant cent vingt (120) jours à compter de la date limite de dépôt des offres, établie par un établissement financier agréé par le Ministère chargé des finances et dont la liste figure dans le DAO, d’un montant de :

• Lot 1 : dix-huit millions cinq cent mille (18 500 000) FCFA pour la tranche ferme et trois millions (3 000 000) FCFA pour la tranche conditionnelle ;
• Lot 2 : dix-huit millions (18 000 000) FCFA pour la tranche ferme et huit cent mille (800 000) FCFA pour la tranche conditionnelle.
9. CONSULTATION DU DOSSIER D'APPEL D'OFFRES
Le Dossier d'Appel d’Offres peut être consulté à la Direction des Affaires Générales (Bureau des Appel d’Offres) du Ministère de l’Emploi et de la Formation Professionnelle à l’Immeuble ministériel de Nlongkak à Yaoundé, dès publication du présent avis.
10. ACQUISITION DU DOSSIER D'APPEL D'OFFRES
Le dossier peut être retiré à la Direction des Affaires Générales (Bureau des Appels d’Offres) du Ministère de l’Emploi et de la Formation Professionnelle contre présentation d'une quittance de versement d'une somme non remboursable de cinq cent mille (500 000) FCFA payable au Trésor Public.
11. REMISE DES OFFRES
Chaque offre rédigée en français ou en anglais en sept (07) exemplaires dont un (01) original et six (06) copies marqués comme tels et un CD ou clé USB contenant l’offre, devra parvenir au Bureau des Appels d’Offres du Ministère de l’Emploi et de la Formation Professionnelle au plus tard le 14 SEPTEMBRE 2021 à 11 heures, heure locale avec la mention ci-après :

12. RECEVABILITE DES OFFRES
Sous peine de rejet, les pièces du dossier administratif requises doivent être produites en originaux ou en copies certifiées conformes par le service émetteur ou une autorité administrative compétente, conformément aux stipulations du Règlement Particulier de l’Appel d’Offres.
Elles doivent être datées de moins de trois (03) mois à la date de dépôt des offres.
Toute offre incomplète conformément aux prescriptions du Dossier d'Appel d'Offres sera déclarée irrecevable.
13. OUVERTURE DES OFFRES
L'ouverture des offres se fera en un temps et aura lieu le 14 SEPTEMBRE 2021 à partir de 12 heures, heure locale, par la Commission Interne de Passation des Marchés auprès du Ministère de l’Emploi et de la Formation Professionnelle. Seuls les soumissionnaires ou leurs représentants dûment mandatés et munis du justificatif de leur mandat et ayant une bonne connaissance du dossier, peuvent assister à cette séance d’ouverture.
14. CRITERES D’EVALUATION DES OFFRES
Les offres seront évaluées sur la base des critères éliminatoires et des critères essentiels suivants :
a) Critères éliminatoires
1. Absence de la caution de soumission à l’ouverture des offres ;
2. Dossier administratif incomplet ou non-conformité d’une pièce du dossier administratif après 48 heures ;
3. Présence dans l’offre d’un document falsifié ou d’une fausse déclaration ;
4. Absence du prix unitaire dans le BPU d’un prix quantifié au DQE ;
5. Absence de sous-détail de prix d’un prix unitaire quantifié ;
6. Note technique sur critère de qualification inférieure à 100% ;
7. Absence de la déclaration sur l’honneur de n’avoir pas abandonné un chantier au cours des trois (03) dernières années et de ne pas figurer sur la liste des entreprises défaillantes établis annuellement par l’organe en charge de la régulation des Marchés Publics.

Seules les offres techniques qui auront obtenu 100% de « oui » à l’issue de cette évaluation seront retenues pour la suite de la procédure.

15. ATTRIBUTION
Le marché sera attribué au soumissionnaire présentant l’offre évaluée la moins disante et remplissant les capacités financières, techniques et administratives requises résultant des critères dits essentiels et éliminatoires. Un seul soumissionnaire ne peut pas être attributaire des deux lots.
16. DUREE DE VALIDITE DES OFFRES
Les soumissionnaires restent engagés par leur offre pendant quatre-vingt-dix (90) jours à partir de la date limite fixée pour la remise des offres.
17. RENSEIGNEMENTS COMPLEMENTAIRES
Les renseignements complémentaires d’ordre technique peuvent être obtenus aux heures ouvrables auprès du Coordonnateur de la Composante 3 du Programme TRANSFAGRI, sise au deuxième étage de l’immeuble MAMCH à Nlongkak.

NATIONAL OPEN CALL FOR TENDER NOTICE N°008/AAONO/MINEFOP/CIPM/2021 OF 22 JULY 2021 FOR THE CONSTRUCTION WORK OF TRAINING CENTERS IN BERTOUA AND NGAOUNDERE (TWO LOTS).

1. SUBJECT OF THE CALL FOR TENDERS
As part of improving the quality of the vocational training offer adapted to structuring projects and geared towards the emergence of Cameroon by 2035, the Minister of Employment and Vocational Training through the Program TRANSFAGRI on C2D background is launching an Open International Call for Tenders for the construction of the Trades Training Center of Bertoua and Ngaoundéré.
2. CONSISTENCY OF THE WORK
The works, subject of this Call for Tenders consist of the construction of the following buildings:

CFM of Bertoua
Firm phase: ten (10) buildings
1. one (01) Administration Building;
2. one (01) Exhibition Sale Building;
3. one (01) Training Rooms Building;
4. one (01) CDI building Computer rooms;
5. one (01) Animal processing workshop building;
6. one (01) Wood processing workshop building;
7. one (01) Electromechanical Workshop Building;
8.one (01) Local Guarding (Check point or Gate),
9.one (01) Snack bar
10. one (01) Courtyard.

Conditional tranche
11. one (01) Plant processing workshop building,
12. one (01) hangar for a wood processing workshop;
13. one (01) Playground.

CFM of Ngaoundéré
Firm phase: ten (10) buildings
1. one (01) Administration Building;
2. one (01) Exhibition Sale Building;
3. one (01) Training Rooms Building;

5. one (01) Plant processing plant building;
6. one (01) Animal processing workshop building;
7. one (01) Energy Maintenance Workshop Building;

3. PERIOD OF EXECUTION
The maximum execution timeframe provided for by the Client for carrying out the work is fifteen (15) months for each Center for the firm phase, three (03) months for the conditional phase of the CFM of Bertoua and two (02) months for the conditional phase of the Ngaoundéré CFM.
4. ALLOCATION
The works covered by this Call for Tenders are divided into two lots as follows:
- Lot 1: construction work for the Trades Training Centers (CFM) in Bertoua;
- Lot 2: completion of construction work for the Trades Training Centers (CFM) of Ngaoundéré.
5. ESTIMATED COST
The estimated cost of the work resulting from the preliminary studies is:

• CFM de Bertoua: one billion one hundred and thirty-two million three hundred thousand (1,132,300,000) FCFA including tax of which nine hundred and forty-nine million (949,000,000) FCFA including tax for the firm tranche and one hundred and eighty-three million three hundred thousand (183,300,000) FCFA including tax for the conditional phase.

• CFM of Ngaoundéré: nine hundred and forty-six million two hundred thousand (946,200,000) FCFA including tax including nine hundred and two million (902,000,000) FCFA including tax for the firm portion and forty-four million two hundred thousand (44,200,000) FCFA including tax for the conditional phase.

6. PARTICIPATION AND ORIGIN
Participation in this call for tenders is open to national or international companies or groups of companies in the building sector, with proven experience in carrying out building work.
7. FINANCING
The work covered by this Call for Tenders will be financed by the C2D Fund of Component 3 of the TRANSFAGRI Program in accordance with Agreement No. CCM 1443 01K of June 28, 2018.
8. PROVISIONAL DEPOSIT

Each tenderer must attach to his administrative documents, a submission bond, valid for one hundred and twenty (120) days from the deadline for submitting tenders, established by a financial institution approved by the Ministry responsible for finance and listed in the list. in the DAO, in the amount of:

• Lot 1: eighteen million five hundred thousand (18,500,000) FCFA for the firm phase and three million (3,000,000) FCFA for the conditional phase;
• Lot 2: eighteen million (18,000,000) FCFA for the firm phase and eight hundred thousand (800,000) FCFA for the conditional phase.

9. CONSULTATION OF THE CALL FOR TENDER FILE
The Tender File can be viewed and / or withdrawn at the General Affairs Department (Tender Office) of the Ministry of Employment and Vocational Training at the Nlongkak Ministerial Building in Yaoundé, upon publication of this notice.

10. ACQUISITION OF THE CALL FOR TENDER FILE
The file can be withdrawn from the Directorate of General Affairs (Office of Calls for Tenders) of the Ministry of Employment and Vocational Training against the presentation of a receipt for payment of a non-refundable sum of five hundred thousand (500,000) FCFA payable to the Public Treasury.
11. SUBMISSION OF OFFERS
Each offer written in French or English in seven (07) copies including one (01) original and six (06) copies marked as such and a CD or USB key containing the offer, must reach the Tender Office of Ministry of Employment and Vocational Training no later than 14 SEPTEMBER 2021 at 11 a.m. local time with the following mention:
“OPEN INTERNATIONAL CALL FOR TENDERS N° 008/AOIO/MINEFOP/CIPM/2021 OF 22th JULY 2021 FOR THE CONSTRUCTION WORK OF VOCATIONAL TRAINING CENTERS IN BERTOUA AND NGAOUNDERE (LOT N° _________) COUNTING SESSION”
12. ADMISSIBILITY OF OFFERS
Under penalty of rejection, the required documents from the administrative file must be produced in originals or in certified true copies by the issuing department or a competent administrative authority, in accordance with the provisions of the Special Regulations of the Invitation to Tender.
They must be dated less than three (03) months from the date of submission of tenders.
Any incomplete offer in accordance with the requirements of the Invitation to Tender File will be declared inadmissible.
13. OPENING OF TENDERS
The opening of tenders will be done in one time and will take place on 14 SEPTEMBER 2021 from 12 noon local time by the Internal Procurement Commission at the Ministry of Employment and Vocational Training.
Only tenderers or their duly authorized representatives, provided with proof of their mandate and having good knowledge of the file, may attend this opening meeting.
14. TENDER EVALUATION CRITERIA
Bids will be assessed on the basis of the following eliminatory and essential criteria:
a) Eliminating criteria
1. Absence of the bid bond at the opening of tenders;
2. Incomplete administrative file or non-conformity of a part of the administrative file;
3. Presence in the offer of a forged document or a false declaration;
4. Absence of the unit price in the BPU of a quantified price at the DQE;
5. Absence of price sub-detail of a quantified unit price;
6. Technical score on qualification criteria less than 100%;
7. Absence of the declaration on honor of not having abandoned a site during the last three (03) years and of not appearing on the list of failing companies drawn up annually by the body in charge of regulation of Public Procurement.

Only technical offers which will have obtained 90% "yes" at the end of this evaluation will be retained for the remainder of the procedure.

15. AWARD
The contract will be awarded to the tenderer presenting the lowest evaluated tender and fulfilling the financial, technical and administrative capacities required resulting from the so-called essential or eliminatory criteria. A single tenderer can not be awarded both lots.
16. PERIOD OF VALIDITY OF OFFERS
The tenderers remain committed by their offer for ninety (90) days from the deadline fixed for the submission of tenders.

Additional technical information can be obtained during working hours from the Coordinator of Component 3 of the TRANSFAGRI Program, located on the second floor of the MAMCH building in Nlongkak.
