Assignment Title: Consultancy Service in management of the Engineering, Procurement and Construction (EPC) of EEP Headquarters GREEN BUILDING Project
Ref. No.  EEP-PP-01-CS-QCBS/2021

This request for expression of interest aims to procure a reputable international green building consultant firm in the management of the Engineering, Procurement and Construction (EPC) Contract of Ethiopian Electric Power (EEP) Headquarters GREEN BUILDING PROJECT for a mixed-use development with number of floors 50 (Fifty) and above. The total area of the project site is 20,792.5m2 with minimum FAR 10.

The scope of services includes but not limited to;
1.The Consultant shall carry out the Engineering Services of the Project throughout the entire contract period (including defect liability period) under and in close cooperation with the Employer's Project Office. Preparation of the conceptual design based on the existing master plan, including developing all the concept drawings and outline specifications to procure the EPC contractor(s).
2.Preparation of the ESIA, and environmental and social management plan including all related studies and documentation.
3.Provide tendering services, including preparing the bidding document for the EPC contractor(s) assisting on prequalifying the prospect bidders responding to queries, performing technical and commercial evaluation of the various bids, assisting in contract negotiation, assembly and award.
4.During the contract period, the Consultant shall mainly carry out:
Review and provision of “no objection” to Architectural, Structural, Electrical, Sanitary and Mechanical designs,
Supervision of the construction and commissioning works of the Project.
Supervision and control of environmental activities during the construction, finalization as well as demobilization stages of the Project.
Checking, evaluating, discussing, and verification of payment invoices issued by the Contractor.
Claim avoidance/Administration of claims arising from the Contractor, if any.
Preparation and provision of acceptance certificates for works completed in accordance with the Contract.
Coordination of project activities in respect to achieving the planned implementation schedule.

5.The Consultant shall provide overall and complete consultancy services to the Client in the EPC Contract administration during the design, construction, and commissioning and defects liability periods of the Project.
6.The Consultant shall also ensure smooth completion of the Project in accordance with the EPC Contract and in conformity with internationally accepted standards and procedures as well as the state-of-the-art-technology prevailing in the high-rise building Construction Sector.
7.EEP now invites eligible consultant (“Consultants”) who have a license to indicate their interest in providing the Services. Interested Consultant/s should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
Relevancy of the core business and number of years in business;
Relevant Experience in the field of assignment;
General qualifications and number of key staff.
Note: Individual expert’s bio data/CV is not required to be submitted with the Expression of Interest. Only summary of educational qualification and experience of available personnel are required. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

8.A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
