• More than 10 years’ experience in the field of Tourism Research and Development
• Be experienced in planning and delivering multistakeholder tourism research activities
• Proven previous experience in providing advisory support to international institutional stakeholders in development of Tourism Observatories and other tourism research and monitoring structures.
• Be able to demonstrate understanding of the contextual requirement of the scope of work.
• Strong analytical skills and ability to extract data and information in cross cultural environments
• Previous experience of related work in SE Asia is an advantage
• Demonstrate excellent report writing skills
• Be fluent in English.

REVISED CALL FOR CONSULTING SERVICES
This is a revised call for consulting services – The RFP documentation has been amended with a revised budget and extension of closing date. Consultants should request the revised version from the MoT PIU.
The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD) and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme.
The Ministry of Tourism of the Government of Cambodia now invites proposals from Individual Consultants and Consultancy Firms (the Consultant) to provide the following consulting Services: an International Tourism Consultant to undertake a feasibility study to design and deliver recommendations and business plan for an appropriate sustainable structure to function as a National Tourism Observatory for Cambodia.
The Ministry of Tourism wishes to select an Individual Consultant or Consultancy Firm (the “Consultant”), with proven experience to provide the requested services, and hereby invites Consultancy Firms to show their interest by requesting the detailed TOR and Request for Proposals documentation.
The role of the International Tourism Consultant to undertake a feasibility study to design and deliver recommendations and business plan for an appropriate sustainable structure to function as a National Tourism Observatory for Cambodia.
The Scope of Work of this consultancy covers all the activities needed undertake a feasibility study to design and deliver recommendations and business plan for an appropriate sustainable structure to function as a National Tourism Observatory for Cambodia. The scope of work includes but is not limited to:
• Consultation with the Ministry of Tourism PMU and other relevant MoT departments, along with other relevant Royal Government of Cambodia agencies, academic institutions, and the private tourism sector to understand the current situation regarding tourism data and research in Cambodia and the potential role of a National Tourism Observatory.
• In conjunction with Ministry of Tourism and other appropriate stakeholders, create a feasibility study and present an appropriate model/s for a scalable national tourism observatory based the needs of Cambodia and international best practice.
• Identify the key areas of research that would be appropriate for the observatory in the specific context of Cambodia and the linkages with other agencies.
• Develop an appropriate range of indicators to allow the proposed to assess the sustainability of tourism at 3 key destinations in Cambodia and be in line with the UNWTO International Network of Sustainable Tourism Observatories.
• Development of a business plan for the recommended structure to ensure long term sustainability.
• Conduct open consultation with relevant stakeholders to obtain consensus on results of feasibility study and support for the creation of National Tourism Observatory.
• Recommendations for skill set required by potential secretariat along with key training and capacity building required for secretariat to run observatory efficiently.
• Present a detailed Roadmap for creation and initial operation of National Tourism Observatory.
• In order to carry out above scope of work, the international Consultant will be required to guide, supervise and monitor the support activities of the Short-Term National Tourism Consultant recruited to assist with this TCBP activity.

The Ministry of Tourism is wishing to appoint an experienced International Tourism Consultant to deliver this activity. The consultancy will be open to both Individual Consultants and Consultancy Firms. The Consultant shall be selected through a Bidding Process based on quality and cost. Full details are included in the RFP documentation.
