CALL FOR CONSULTING SERVICES

The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD) and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme.
The Ministry of Tourism of the Government of Cambodia now invites proposals from Individual Consultants and Consultancy Firms (the Consultant) to provide the following consulting Services: National Tourism Consultant to provide technical assistance to support the undertaking of a feasibility study to design and deliver recommendations for appropriate sustainable structure to function as a National Tourism Observatory for Cambodia.
The Ministry of Tourism wishes to select an Individual Consultant or Consultancy Firm (the “Consultant”), with proven experience to provide the requested services, and hereby invites Consultancy Firms to show their interest by requesting the detailed TOR and Request for Proposals documentation.
The role of the National Tourism Expert is to provide technical assistance to the international Consultant responsible for the development of “a Feasibility Study, design, business plan and roadmap for the creation of a National Tourism Observatory for Cambodia”.
The Duties of the Technical Assistance mission include:
· Assist the International Consultant to implement the various components and activities of the overall consultancy.
· Assist with developing good professional relationships with the various stakeholders of the Program (public authorities, academic institutions, professional organizations, NGOs, etc.);
· Engage with identified stakeholders to collect data and documentation, conduct consultations, and facilitate meetings for the International Consultant.
· Provide the International Consultant with an in depth understanding of the Cambodian situation and context for the purpose of this activity.
· Identify the challenges and provide recommendations for an efficient implementation of the Programme.
· Assist the International Consultant to finalize the inception report and workplan (activities to be carried out within the framework of the required objective).
· Review the draft deliverables of the International Consultant regarding localization.
· Contribute to the mutual coordination between the remote work of the international Consultant and required in country activities.
· Provide ad-hoc translation when required to ensure International Consultant gains full understanding
The Ministry of Tourism is wishing to appoint an experienced national tourism Consultant to deliver this activity. The consultancy will be open to both Individual Consultants and Consultancy Firms. The Consultant shall be selected through a National Competitive Bidding Process based on quality and cost. Full details are included in the RFP documentation.

The eligibility of the Consultant will be assessed against the following key points:
• Advanced Degree in Tourism, Statistics, Business Administration, Economics, or related field
• 5 years or more experience in the field of Tourism Research and Development
• Be experienced in undertaking tourism research activities
• Proven previous experience in providing technical support in the context of international project activities.
• Have knowledge of Public, Academic and Private Sector structures in the field of tourism
• Be able to demonstrate understanding of the contextual requirement of the scope of work.
• Strong research skills and ability to access data and information in cross cultural environments
• Previous experience of working in international teams
• Excellent communication skills and ability to engage with diverse stakeholders including government officials
• Demonstrate excellent report writing skills
• Be fluent in English and Khmer.
