The Electricidade de Moçambique, EP (EDM) has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project TECHNICAL SUPPORT FOR NON-TECHNICAL LOSSES REDUCTION IN EDM
Electricidade de Moçambique, EP is currently in the process of recruiting a Service Provider who will implement a plan to reduce non-technical losses within the company. The specific objectives of the project implemented by the service provider include: (i) Non-technical losses reduction by reviewing business processes and procedures, (ii) Support on field inspections and audit of metering system (iii) ensuring better management of the research and treatment of frauds by field inspections and anomalies in the distribution network of Maputo city and Maputo province, (iv) making major customers’ revenues more reliable, (v) mastering flows knowledge in the distribution network, (vi) ensuring a support for training and communication (vii) Support in supplying equipment’s and tools for field inspection.
This Request for Expression of Interest is for a mission related to the Service Provider’s mission mentioned above. Electricidade de Moçambique, EP seeks to recruit a General Consultant whose mission will be to support EDM in the supervision of this Service Provider The Services of the Consultant shall consist of : (i) Advise and alert EDM project manager regarding the monitoring and control of the service provider activities. (ii) Facilitate and anticipate problems regarding coordination with projects funded by other donors. (iii) Support EDM Project Manager on the management of the various committees. (iv) Assist EDM in coordinating actions with the electricity regulator (ARENE). (v) Identify the risks of project delay or failure and alert EDM and AFD by suggesting solutions. (vi) Inform regularly AFD of the progress of the project and the use of resources. His experience will allow him to anticipate the different steps and difficulties to come, as well as provide methodology support to EDM in order to guarantee the proper completion of the work as well Support EDM in the management of the contract with the service provider.

This Request for Expressions of Interest is open to consulting firms.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website:

The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
-a copy of the JV Agreement entered into by all members,
or
-a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants will not be taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
-The contract size (having supervised project amounting to minimum 2 MEUR);
-The nature of the Services (demonstrate with evidences the experience in supervising at least 3 similar Projects in the last 5 years);
The Client will also take into account for the evaluation of the applications the following items:
-Skills and availability of in-house technical back-up experts provided to the on-site experts;
-Local representatives/partners;
-Quality assurance procedures and certifications of the Applicant ISO 9001
Consultant’s EOI application which meets the eligibility criteria will be ranked on the basis of the following Ranking Criteria:
1. Evidence of capacity to deliver and relevant experience during the past five (5) years (experience of the firm) - 50
1.1 Past experience shall be considered similar if it includes the following element- 30:
• Size and nature of the project to be supervised
• Scope description : project supervision
• Client : Electricity public utility
1.2 Evidence of delivery high quality services and Ability to monitor and ensure quality to client (Such evidence shall be demonstrated by a declaration of satisfaction on the service provided and issued by the client)-10
1.3 Experience with working-conditions in SADC Countries and sub-saharan African countries -5
1.4 The Consultant must meet the requirement of having worked with at least two (2) IFI financed projects -5
2. Available Expertise and Human Resource Capacity -35
2.1 Project Manager fully dedicated to subject Project - 15 years’ experience in Managing Commercial and metering process in power utility Companies (Certified in Project Management as well contract management) - certificates to be attached -25
2.2 Safety Expert with 10 years of experience in electricity field -10
3. Local representatives/partners- 10
4. Provision of latest Certificate and Policies for ISO 9001 certificate or your company’s quality policy -5
Overall Total Score - 100
Note : In Case, a corruption case is being filed to Court against the Natural Person or Board of Director of the firm/institution /company or any partner of JV, such Natural Person or Board of Director of the firm/institution /company or any partner of JV such firm’s or JV EoI shall be excluded from the evaluation.
For a JV, its leader and any member that has its registered office outside the Client's country shall fulfil each of these criteria.
An application that does not meet any of these requirements will be rejected.
Among the submitted applications, Electricidade de Moçambique, EP will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
