KAMPALA JINJA EXPRESSWAY PPP (KJE)
PROJECT IMPLEMENTATION UNIT (PIU)

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – INDIVIDUAL CONSULTANTS)

1. The Government of Uganda has received financing from the African Development Bank towards the cost of the Kampala-Jinja Expressway (KJE) Project on Public Private Partnership (PPP) basis. It is intended that part of the proceeds of this loan will be used for eligible payment for Contracts of Individual Consultants as indicated below:
a) Team Leader
b) Highway Engineer
c) Legal Expert
d) Environmental Specialist
e) Social Development Specialist

2. The Consultants will be part of the Uganda National Roads Authority (UNRA) PPP Project Implementation Unit (PIU) to provide technical support and ensure that suitable arrangements are in place for implementation of the KJE project under the PPP arrangement. UNRA will require a dedicated team of Consultants to manage the day-to-day implementation activities of the project while reporting to the Team Leader/PPP Specialist.

4. The Uganda National Roads Authority now invites Individual Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. The Expression of Interest shall be evaluated as follows:
a) Applicants General Qualification 20 Points
b) General Experience 20 Points
c) Specific Experience relevant to the project 60 Points
The minimum score for qualification is 75 points.
5. Consultant will be selected for long term Contracts of three (3) years and as such Consultants who attain the minimum score of 75 points will be required to submit financial proposals based on a monthly lump sum (fees and reimbursables) and invited for interview/technical discussions to obtain more information on the depth and relevancy of the qualifications and experience of the Consultant for the position applied. Contract negotiations will be conducted with the most suitable among the candidates shortlisted.

6. Eligibility criteria; establishment of the short-list; and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015, which is available on the Bank’s website at www.afdb.org

8. Expressions of Interest, in English, are to be submitted physically or electronically to the email address indicated in the address below with a Subject heading "EXPRESSION OF INTEREST FOR (indicating the position applied) for PPP PROJECT IMPLEMENTATION UNIT (PIU).
