AVIS D’APPEL D’OFFRES INTERNATIONAL OUVERT N°003/AOIO/MINEFOP/CIPM/CCCM-BEC/2021 DU 31 MARS 2022
POUR LA REALISATION DES TRAVAUX DE CONSTRUCTION DES CENTRES DE FORMATION PROFESSIONNELLE SECTORIEL (CFPS) EN AGRO-INDUSTRIE À DOUALA ET EN MAINTENANCE INDUSTRIELLE ET TRANSPORT/LOGISTIQUE A EDEA (DEUX LOTS) « EN PROCEDURE D’URGENCE ».

Financement : convention de financement n°1277 01p, signée entre l’Agence Française de Développement (AFD) et la République du Cameroun le 14 décembre 2014 et ses avenants applicables.

1. Objet de I ’Appel d'Offres
Le Ministre de l’Emploi et de la Formation Professionnelle (MINEFOP) lance un Appel d’Offres International Ouvert pour la réalisation des travaux de construction des Centres de Formation Professionnelle Sectoriels (CFPS) en agro-industrie à Douala et en maintenance industrielle et transport/logistique à Edéa (deux lots) « en procédures d’urgence ».
2. Consistance des travaux
Les travaux objet du présent appel d’offres comprennent :

 Lot 10 : installation générale de chantier et prix généraux
 Lot 20 : gros œuvre
 Lot 30 : plomberie sanitaire
 Lot 40 : électricité courant fort
 Lot 50 : électricité courant faible
 Lot 60 : climatisation – ventilation - désenfumage
 Lot 70 : architecture
 Lot 80 : voirie et réseaux divers
3. Délai d’exécution
Le délai d’exécution des travaux, prévu par le Maître d’Ouvrage est de quinze (15) mois Celui-ci prend effet à compter de la notification de l’ordre de service de démarrage des travaux.
4. Allotissement
Le présent Appel d'Offres est constitué de deux lots, repartis ainsi qu’il suit :
Lot 1 : Réalisation des travaux de construction du Centre de Formation Professionnelle Sectoriel (CFPS) en agro-industrie à Douala ;
Lot 2 : Réalisation des travaux de construction du Centre de Formation Professionnelle Sectoriel (CFPS) en maintenance industrielle et transport/logistique à Edéa.
5. Cout prévisionnel
Le coût prévisionnel prévu à l’issue des études préalables est de trois milliards cinq cent soixante-quatre millions soixante-seize mille soixante-onze (3 564 076 071) francs CFA toutes taxes comprises (TTC), soit :
- un milliard cinq cent vingt millions cinq cent soixante-dix-neuf mille trois cent trente-deux (1 520 579 332) FCFA TTC pour le CFPS de Douala (lot 1) ;
- deux milliards quarante-trois millions quatre cent quatre-vingt-seize mille sept cent trente-neuf (2 043 496 739) FCFA TTC pour le CFPS d’Edéa (lot 2).
6. Participation et origine
La participation au présent appel d'offres est ouverte aux entreprises ou groupements d'entreprises de travaux publics nationales ou internationales dans le secteur de bâtiments, avec une expérience avérée dans le domaine.
7. Financement
Les travaux objet du présent appel d'offres seront financés par les ressources C2D suivant la convention de financement n°1277 01P, signée entre l’Agence Française de Développement (AFD) et la République du Cameroun le 14 décembre 2014, inscrites au Plan de Travail Annuel Budgétisé (PTAB) de l’exercice 2021.
8. Consultation et retrait du Dossier d’Appel d'Offres (DAO)
Le dossier d'Appel d'Offres peut être consulté et retiré aux heures ouvrables à la Direction des Affaires Générales du Ministère de l’Emploi et de la Formation Professionnelle, sise au troisième étage de l’immeuble ministériel à Nlongkak, BP 16370 Yaoundé, Téléphone 222 20 72 65/222 20 45 81.
9. Acquisition du Dossier d’Appel d’Offres

Dès publication du présent avis, le dossier peut être obtenu à la Direction des Affaires Générales du Ministère de l’Emploi et de la Formation Professionnelle, sise au troisième étage de l’immeuble ministériel à Nlongkak, sur présentation d’une quittance de versement de la somme non remboursable de cinq cent mille (500 000) francs CFA, payable au Trésor Public ou à la perception placée auprès des Ambassades du Cameroun, représentant les frais d’achat du dossier.

10. Remise des offres
Chaque offre, rédigée en langue française ou anglaise et en sept (07) exemplaires dont un (01) original et six (06) copies marquées comme tels, et une version électronique de ladite offre gravée sur un (01) CD ou clé USB, devra parvenir, sous pli fermé, à la Direction des Affaires Générales du Ministère de l’Emploi et de la Formation Professionnelle, sise au troisième étage de l’immeuble ministériel à Nlongkak, au plus tard le 08 Juin 2022 à 11 (onze) heures précises. Aucune offre régulièrement déposée ne peut être ni modifiée, ni retirée et devra porter la mention :

11. Caution de soumission
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission de trente millions (30 000 000) francs CFA pour le lot 1 ou une caution de soumission de quarante millions (40 000 000) francs CFA pour le lot 2 délivrée par un établissement financier agréé par le Ministre chargé des Finances et dont la liste figure dans la pièce 11 du DAO. La validité de cette caution devra être de cent vingt (120) jours, à compter de la date limite de dépôt des offres.
NB : Les chèques, même certifiés, ne sont pas acceptés en lieu et place des cautions de soumission
12. Recevabilité des offres
Sous peine de rejet, les pièces administratives requises devront être impérativement produites en originaux et en copies certifiées conformes par Ie service émetteur ou les autorités administratives compétentes.
Elles devront obligatoirement être datées de moins de trois (03) mois à la date de dépôt des offres.
Toute offre incomplète conformément aux prescriptions du présent Dossier d'Appel d'Offres sera déclarée irrecevable.
13. Ouverture des plis
L'ouverture des plis se fera en un temps et aura lieu Ie 08 juin 2022 à 12 heures précises, par la Commission Interne de Passation des Marchés du MINEFOP.
Seuls les soumissionnaires ou leurs représentants dûment mandatés et munis du justificatif de leur mandat et ayant une bonne connaissance du dossier, peuvent assister à cette séance d’ouverture.
14. Principaux critères éliminatoires
Les critères éliminatoires sont :

1. Absence de la caution de soumission à l’ouverture des offres ;
2. Dossier administratif incomplet ou non-conformité d’une pièce du dossier administratif après 48 heures
3. Présence dans l’offre d’un document falsifié ou d’une fausse déclaration
4. Absence du prix unitaire dans l’offre financière d’un prix quantifié au DQE ;
5. Absence de sous-détail de prix d’un prix unitaire quantifié
6. Absence de la déclaration sur l’honneur de n’avoir pas abandonné un chantier au cours des trois (03) dernières années ;
7. Non-conformité du « Conducteur des Travaux » ;
8. Absence de la déclaration sur l’honneur de visite de site ;
9. Note technique sur critère de qualification inférieure à 100%.

15. Principaux critères de qualification (critères essentiels)
Les critères de qualification qui sont des critères essentiels portent sur :

Seules les offres techniques qui auront obtenu 100% de « oui » (6 sur 6) à l’issue de cette évaluation seront retenues pour la suite de la procédure.
Les détails des critères essentiels sont précisés dans la grille d’évaluation figurant dans le Règlement Particulier d’Appel d’Offres.
16. Attribution du Marché
Le marché sera attribué au soumissionnaire présentant l’offre évaluée la moins disante et remplissant les capacités financières, techniques et administratives requises résultant des critères dits essentiels ou éliminatoires. Un seul soumissionnaire ne peut être attributaire des deux lots.
17. Durée de validité des offres
Les soumissionnaires resteront engagés par leur offre pendant quatre-vingt-dix (90) jours à partir de la date limite fixée pour la remise des offres.
18. Renseignements complémentaires
Les renseignements complémentaires d’ordre technique peuvent être obtenus aux heures ouvrables auprès du Coordonnateur du Projet C2D/CFPS au Ministère de l'Emploi et de la Formation Professionnelle, sis au deuxième étage de l’immeuble MAMCH à Nlongkak, Téléphone 222 21 85 72.
19. Lutte contre la corruption

OPEN INTERNATIONAL INVITATION TO TENDER

FOR THE CONSTRUCTION OF SECTORAL VOCATIONAL TRAINING CENTRES (SVTCs) IN AGRO-INDUSTRY IN DOUALA AND INDUSTRIAL MAINTENANCE AND TRANSPORT / LOGISTICS IN EDEA (TWO LOTS)

Financing: Financing agreement No. 1277 01P, signed between the French Development Agency (AFD) and the Republic of Cameroon on 14 December 2014 and its applicable clauses

1. Purpose of Invitation to Tender
The Minister of Employment and Vocational Training (MINEFOP) hereby launches an Open International Tender for the construction of Sectoral Vocational Training Centers (SVTCs) in agro-industry in Douala and industrial maintenance and transport /logistics in EDEA “according to the procedure of urgency”.

2. Scope of work
The works relating to this invitation to tender shall include:

 Lot 10: general site installation and costs
 Lot 20: main building work
 Lot 30: sanitary fittings
 Lot 40: high current electricity
 Lot 50: low current electricity
 Lot 60: air conditioning - ventilation - smoke extraction
 Lot 70: architecture
 Lot 80: roads and various networks

3. Performance deadline
The deadline for performance of the works, stipulated by the Contracting Authority shall be 15 (fifteen) months. This shall take effect from the notification of the service order to start the works.

4. Allotment
This Invitation to Tender shall consist of two lots, divided as follows:
• Lot 1: Construction of the Sectoral Vocational Training Centre (SVTC) in agro-industry in Douala;
• Lot 2: Construction of the Sectoral Vocational Training Centre (SVTC) in industrial maintenance and transport / logistics in Edea.

5. Estimated cost
The estimated cost expected at the end of the preliminary studies shall be CFAF 3,564,076,071 (three billion five hundred and sixty-four million seventy-six thousand and seventy-one) including all taxes, that is:
- CFAF 1,520,579,332 (one billion five hundred and twenty million five hundred and seventy-nine thousand three hundred and thirty-two) including all taxes for the SVTC of Douala (lot 1) and;
- CFAF 2 043 496 739 (two billion and forty-three million four hundred and ninety-six thousand seven hundred and thirty-nine) including all taxes for the SVTC of Edea (lot 2).

6. Participation and origin
Participation in this invitation to tender shall be open to national or international companies or groups of public works companies in the building sector.

7. Financing
The works relating to this invitation to tender shall be financed by C2D resources in accordance with financing agreement No. 1277 01P, signed between the French Development Agency (AFD) and the Republic of Cameroon on 14 December 2014, included in the Budgeted Annual Work Plan (PTAB) for the year 2021.

8. Consultation and withdrawal of the Tender File
The Tender File can be consulted and obtained during working hours from the Department of General Affairs of the Ministry of Employment and Vocational Training, located on the third floor of the ministerial building at Nlongkak. 9. Acquisition of the Tender File
The file can be obtained, as soon as this notice is published, from the Department of General Affairs of the Ministry of Employment and Vocational Training located on the third floor of the ministerial building at Nlongkak, upon presentation of a receipt for payment of a non-refundable sum of CFAF 500,000, to the Public Treasury or to the tax office in Cameroonian Embassies, representing the file’s purchase cost.

10. Submission of tenders
Each tender, drafted in English or French in 7 (seven) copies including 1 (one) original and 6 (six) copies labeled as such, and an electronic version of the said tender written on 1 (one) CD or USB key, must be forwarded in a sealed envelope to the Department of General Affairs of the Ministry of Employment and Vocational Training, located on the third floor of the ministerial building at Nlongkak, no later than 08th June 2022 at 11 a.m. prompt. No regularly submitted tender shall be modified or withdrawn and must be labeled as follows:

11. Bid bond
Each bidder must include in his administrative documents, a bid bond of CFAF 30,000,000 (thirty million) for lot 1 and a bid bond of CFA F 40,000,000 (forty million) for lot 2 issued by a financial institution approved by the Minister of Finance and listed in Document 11 of the Tender File. The bond must be valid for 120 (one hundred and twenty) days from the deadline for submission of tenders.

NB: Cheques, even if certified, shall not be accepted as bid bonds.

12. Acceptability of tenders
In order not to be rejected, the required administrative documents must be produced in originals and certified copies by the issuing service or the competent administrative authorities.

They must be less than 3 (three) months old from the date of submission of tenders.
Any incomplete tender in accordance with the stipulations of this Tender File shall be declared unacceptable.

13. Opening of bids
The opening of the bids shall be carried out in one step and on 08th June 2022 at 12 pm precise, by MINEFOP’s Internal Tenders Board.

Only bidders or their duly authorized representatives, with proof of their authorization and versed with the file, can attend this opening session.

14. Main eliminatory criteria
The eliminatory criteria shall be as follows:
1. Absence of the bid bond at the opening of tenders;
2. Incomplete administrative file or non-conformity of a document in the administrative file after 48 hours;
3. Presence of a forged document or a false declaration in the tender;
4. Absence of a quantified unit price in the Unit Price List of the Quantitative Estimate;
5. Absence of a quantified unit price in the sub-detail price list;
6. Absence of a declaration on honour for non-abandonment of a project site over the last 3 (three) years;
7. Non-compliance of the « Works Supervisor »;
8. Absence of the declaration on honor of the site visit ;
9. Technical score on qualification criteria less than 100%.

Only the technical bids shall obtain 100% of "yes" (6 out of 6) at the end of this evaluation shall be eligible for the continuation of the procedure.

16. Contract Award
The contract shall be awarded to the tenderer with the lowest bid and who has the required financial, technical and administrative capacities laid down in the essential or eliminatory criteria. The two lots shall not be awarded to single tenderer.

17. Validity of tenders
Bidders shall be bound by their tenders for a period of 90 (ninety) days, with effect from the deadline for submission of bids.
