APPEL D’OFFRES INTERNATIONAL OUVERT
N°004/AOIO/MINEFOP/CIPM/CCM-BEC/2022 DU 06 AVRIL 2022 POUR LA FOURNITURE DES ÉQUIPEMENTS ET MATÉRIELS DIDACTIQUES AUX C.F.M DE BANDJOUN, EBEBDA ET MAROUA (QUATRE LOTS)
1. OBJET DE L'APPEL D'OFFRES
Dans le cadre de la mise en œuvre du projet de Centres de Formation aux Métiers (CFM), le Ministre de l’Emploi et de la Formation Professionnelle lance le présent Appel d’Offres International Ouvert pour la fourniture et l’installation des équipements et matériels didactiques pour le compte des CFM de Bandjoun, Ebebda et Maroua (en quatre lots).
2. CONSISTANCE DES PRESTATIONS
Les prestations du présent Appel d’Offres comprennent la fourniture, la mise en service des équipements et matériels didactiques, la formation des formateurs à l’utilisation desdits équipements et matériels, ainsi que le service après-vente pendant un an.
3. DÉLAI DE LIVRAISON
Le délai prévu par le Maître d’ouvrage pour la fourniture des équipements et matériels, objet du présent appel d’offres, est de quatre (04) mois.
4. ALLOTISSEMENT
Cet appel d’offres est constitué de quatre (04) lots définis ainsi qu’il suit :
• Lot 1 : Acquisition des équipements, outils et accessoires ;
• Lot 2 : Acquisition de la matière d’œuvre, du matériel didactique et de sécurité ;
• Lot 3 : Acquisition de mobiliers et équipements de bureau ;
• Lot 4 : Acquisition de matériels informatiques et audiovisuels.
5. COÛT PRÉVISIONNEL
Le coût prévisionnel des acquisitions, estimé à l’issue des études préalables, est d’un milliard deux cent soixante-quinze millions (1 275 000 000) de francs CFA TTC, soit :
• Lot 1 : 506 500 000 FCFA TTC ;
• Lot 2 : 349 000 000 FCFA TTC ;
• Lot 3 : 263 500 000 FCFA TTC ;
• Lot 4 : 156 000 000 FCFA TTC.
6. PARTICIPATION ET ORIGINE
La participation au présent appel d’offres est ouverte aux entreprises internationales et nationales disposant d’une qualification dans le domaine des équipements et matériels didactiques destinés à la formation professionnelle.
7. FINANCEMENT
Les fournitures et prestations objet du présent appel d'offres sont financées par les ressources C2D, objet de la convention de financement n° CCM 1276-01P signé le 28 juin 2012 entre l’Agence Française de Développement et la République du Cameroun et de ses Avenants.
8. CONSULTATION DU DOSSIER D'APPEL D'OFFRES
Le dossier peut être consulté, dès la publication du présent avis, aux heures ouvrables au Bureau des Appels d’Offres sis à la Sous-direction du Budget du Ministère de l’Emploi et de la Formation Professionnelle, situé au 3ième étage de l’immeuble ministériel de Nlongkak, téléphone n° 222 20 45 81.
9. ACQUISITION DU DOSSIER D'APPEL D'OFFRES
Le dossier peut être obtenu au Bureau des Appels d’Offres à l’adresse et aux coordonnées précitées, dès la publication du présent avis, contre présentation d’une quittance de versement d’une somme non remboursable de cinq cent mille (500 000) francs CFA au Trésor Public.
10. REMISE DES OFFRES
Chaque offre rédigée en français ou en anglais en sept (07) exemplaires - dont un original et six (06) copies marquées comme tels et un CD contenant la version soft - devra parvenir au Bureau des Appels d’Offres sis à l’adresse susvisée, au plus tard le 06 Juillet 2022 à 11 heures, précises heure locale, et devra porter la mention :
« APPEL D’OFFRES INTERNATIONAL OUVERT N°_______/AOIO/MINEFOP/CIPM/2022 DU ___________ POUR LA FOURNITURE DES ÉQUIPEMENTS ET MATÉRIELS DIDACTIQUES AUX CFM DE BANDJOUN, EBEBDA ET MAROUA » - À N'OUVRIR QU'EN SÉANCE DE DÉPOUILLEMENT.
11. CAUTIONNEMENT PROVISOIRE
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission établie par une banque de premier ordre agréée par le Ministère chargé des finances et dont la liste figure dans la pièce n°12 du DAO valable pendant cent vingt (120) jours à compter de la date limite de remise des offres et d'un montant de :
LOT 1 : 10 000 000 FCFA
LOT 2 : 6 500 000 FCFA
LOT 3 : 5 000 000 FCFA
LOT 4 : 3 000 000 FCFA
12. RECEVABILITÉ DES OFFRES
Sous peine de rejet, les pièces du dossier administratif requises doivent être produites en originaux ou en copies certifiées conformes par le service émetteur ou par une autorité administrative compétente, conformément aux stipulations du Règlement Particulier de l’Appel d’Offres. Elles doivent être datées de moins de trois (03) mois à la date de remise des offres.
L’absence de la caution de soumission délivrée par une banque de premier ordre, agréée par le Ministère chargé des Finances, entraînera le rejet pur et simple de l'offre.
13. OUVERTURE DES PLIS
L'ouverture des pièces administratives, des offres techniques et financières se fera en un temps et aura lieu le 06 Juillet 2022 à 12 heures, heure locale par la Commission Interne de Passation des Marchés du MINEFOP dans la salle des réunions sise au 1er étage de l’immeuble ministériel de Nlongkak.
Les soumissionnaires peuvent assister à cette séance d'ouverture ou s'y faire représenter par une personne de leur choix dûment mandatée.

14. CRITÈRES D’ÉVALUATION
Les critères concernent la recevabilité des pièces administratives, la conformité de l’offre technique aux spécifications techniques du DAO et à la qualification des candidats.
14.1. CRITÈRES ÉLIMINATOIRES
1. Absence de la caution de soumission à l’ouverture des plis ;
2. Absence ou non-conformité d’une pièce administrative après épuisement du moratoire de 48 heures ;
3. Fausse déclaration ou pièce falsifiée dans l’offre ;
4. Absence du certificat d’origine ou de l’agrément du fabricant pour le Lot 1 ;
5. Absence d’une déclaration sur l’honneur de non-abandon de marché au cours des trois (03) dernières années ;
6. Non-respect du critère essentiel « conformité des fournitures aux spécifications techniques ».
14.2. CRITÈRES ESSENTIELS
1. Références du soumissionnaire dans le domaine ;
2. Conformité des fournitures aux spécifications techniques ;
3. Services connexes et formation :
 Entretien et maintenance,
 Enquêtes de satisfaction,
 Formation des personnels d’exploitation ;
4. Capacité financière ;
5. Délai de livraison ;
6. Preuves d’acceptation des conditions du marché ;
7. Présentation de l’offre.
NB : un matériel ou équipement sera jugé conforme si le seuil de validation fixé dans la grille d’évaluation est atteint.
15. ATTRIBUTION
Le marché sera attribué au Candidat techniquement qualifié et ayant proposé l’offre évaluée la moins-disante. Un même soumissionnaire peut être attributaire de plusieurs lots, à condition qu’il justifie de la disponibilité d’une capacité financière suffisante pour chacun des lots.
16. DURÉE DE VALIDITÉ DES OFFRES
Les soumissionnaires restent engagés par leur offre pendant cent-vingt (120) jours à partir de la date limite fixée pour la remise des offres.

OPEN INTERNATIONAL INVITATION TO TENDER
No 004 / AOIO / MINEFOP / CIPM /CCCM-BEC/ 2022 OF 06 APRIL 2022 FOR THE SUPPLY OF TRAINING EQUIPMENT AND MATERIALS TO THE TTCs OF BANDJOUN, EBEBDA AND MAROUA (FOUR LOTS)

1. Purpose
As part of implementation of the Trades Training Centres (TTCs) project, the Minister of Employment and Vocational Training hereby launches an Open International Invitation to Tender for the supply and installation of training equipment and materials for the TTCs of Bandjoun, Ebebda and Maroua (four lots).
2. Scope of services
The services involved in this invitation to tender shall include the supply and putting into operation of training equipment and materials, the training of trainers in the use of the training equipment and materials in question, as well as after-sales service for one year.
3. Delivery deadline
The provisional deadline stipulated by the Project Owner for the supply of the equipment and materials relating to this invitation to tender shall be 4 (four) months.
4. Allotment
This invitation to tender shall include 4 (four) lots defined as follows:
• Lot 1: Acquisition of equipment, tools and accessories;
• Lot 2: Acquisition of the working, teaching and safety material;
• Lot 3: Acquisition of office furniture and equipment;
• Lot 4: Acquisition of computer and audiovisual equipment.
5. Estimated cost
The estimated cost of the operation following preliminary studies shall be CFA F 1, 275,000,000 (one billion two hundred and seventy-five million) including taxes, distributed as follows:
• Lot 1: CFA F 506,500,000 including taxes;
• Lot 2: CFA F 349,000,000 including taxes;
• Lot 3: CFA F 263,500,000 including taxes;
• Lot 4: CFA F 156,000,000 including taxes.
6. Participation and origin
Participation in this invitation to tender shall be open to international or national companies with a qualification in the field of training equipment and materials intended for vocational training.


7. Financing
The services relating to this invitation to tender shall be financed by C2D resources, contained in financing agreement No. CCM1276 01P signed on 28 June 2012 between the French Development Agency and the Republic of Cameroon and its Amendments.
8. Consultation of the Tender File
The file can be consulted, as soon as this notice is published, and during working hours at the Tenders Office in the Sub- department of Budget of the Ministry of Employment and Vocational Training, on the 3rd floor of the ministerial building at Nlongkak, telephone: 222 20 45 81.
9. Acquisition of the Tender Documents
The file can be obtained, as soon as this notice is published, from the Tenders Bureau at the Sub-department of Budget of the Ministry of Employment and Vocational Training, on the 3rd floor of the Nlongkak ministerial building, telephone: 222 20 45 81, upon presentation of a receipt for payment of a non-refundable sum of CFA F 500,000 (five hundred thousand) to the Public Treasury.
10. Submission of tenders
Each tender drafted in English or French in 7 (seven) copies, including the original and 6 (six) copies labeled as such and a CD containing the electronic version, must be forwarded to the Tender Bureau in the Sub-department of Budget of the Ministry of Employment and Vocational Training, on the 3rd floor of the ministerial building at Nlongkak, telephone: 222 20 45 81, no later than 06 July 2022 at 11 a.m. prompt, local time and must be labeled as follows:
"OPEN INTERNATIONAL INVITATION TO TENDER No. _______ / AOIO / MINEFOP / CIPM / 2022 OF ___________ FOR THE SUPPLY OF TEACHING EQUIPMENT AND MATERIALS TO THE TTCs of BANDJOUN, EBEBDA AND MAROUA" TO BE OPENED ONLY DURING THE TENDER OPENING SESSION.
11. Bid bond
Each bidder must include in his administrative documents, a bid bond established by a first-rate bank approved by the Ministry in charge of Finance and listed in Document 12 of the Tender File, valid for 120 (one hundred and twenty) days from the deadline for submission of tenders and amounting to:
LOT 1: CFA F 10,000,000
LOT 2: CFA F 6,500,000
LOT 3: CFA F 5,000,000
LOT 4: CFA F 3,000,000
12. Acceptability of tenders
In order not to be rejected, the required administrative documents must be produced in originals and certified copies by the issuing service or the competent administrative authority in conformity with the provisions of the Special Regulations Governing the Invitation to Tender. They must be less than 3 (three) months old from the date of submission of tenders.
The absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance shall result in the outright rejection of the tender.
13. Opening of bids
The opening of administrative documents and technical and financial bids shall be done in one step and on 06 July 2022 at 12 noon, local time by MINEFOP’s Internal Tenders Board in the meeting room located on the 1st floor of the Nlongkak ministerial building.
Bidders may attend this opening session or be represented by a duly authorized person of their choice.
14. Evaluation criteria
The criteria concern the acceptability of administrative documents, the compliance of the technical bid with the technical specifications of the Tender File and the qualification of candidates.
14.1. Eliminating criteria
1. Absence of the bid bond at the opening of the bids,
2. Incomplete administrative file or non-conformity of a document in the administrative file after 48 hours;
3. False declaration or forged document,
4. Absence of the certificate of origin or the manufacturer's approval for Lot 1;
5. Absence of a declaration on honour for non-abandonment of contract performance over the last 3 (three) years,
6. Non-compliance with the essential criterion "conformity of the technical specifications to the equipment".
14.2. Essential criteria
1. References of the tenderer in the field
2. Compliance of the technical specifications to the equipment
3. Related services and training:
 upkeep and maintenance
 satisfaction surveys
 training of operational staff
4. Financial capacity,
5. Delivery deadline
6. Proof of acceptance of contract conditions
7. Presentation of the tender
NB: A material or equipment shall be deemed compliant if the validation threshold set in the evaluation grid is attained.
15. Contract Award
The contract shall be awarded to the technically qualified candidate who has proposed the bid deemed to be the lowest. A single bidder may be awarded several lots, provided that he can show proof of the availability of sufficient financial capacity for each lot.
16. Validity of tenders
Bidders shall be bound by their tenders for 120 (one hundred and twenty) days with effect from the deadline for the submission of bids.
