REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES ON TECHNICAL ASSISTANCE TO SUPPORT TADB AND THE IMPLEMENTION OF THE ‘‘IMPROVING ACCESS TO AGRICULTURE FINANCING IN TANZANIA’’ PROJECT
CONSULTING SERVICES
Expressions of Interest
1. The Tanzania Agricultural Development Bank (TADB) has received a financing from Agence Française de Développement ("AFD"), and intends to use the main part of the funds thereof for payments under the following project ‘‘Provision of Consultancy Services on Technical Assintance to support TADB and the Implementation of the Improving Access to Agriculture Financing in Tanzania’’

2. The scope of Services to be provided by the consultant shall consist of providing the services which include four (4) main areas and will be implemented over a 4-year period as follows;

i. Assistance in defining the financial products (co-financing, wholesale lending and SCGS)
ii. Provides Internal training and capacity building needs for product implementation (Development of a digital interface with partner financial institutions, digitilization of processes, risk profiling, development of the monitoring, evaluation and learning framework);
iii. Development of products and programs which are promoting climate smart agriculture and agro-ecology practices
iv. Environnemental and Social Management System

3. The Tanzania Agricultural Development Bank (TADB) hereby invites Applicants to show their interest in delivering the Services described above. This Request for Expressions of Interest is open to Consulting firms

4. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.

5. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
a) a copy of the JV Agreement entered into by all members,
or
b) a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
The Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
a) Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services including: Proven experience in managing a large team of experts on consultancy assignments.
b) Experience in working for or supporting a development finance institution or bank, in Tanzania or countries in the East and Southern Africa Region.
Ability to assemble the required experts under the different assignments in this TA program.

6. The Client will also take into account for the evaluation of the applications the following items:
Criterion
1. Adequacy of consultant’s qualifications and professional experience for the specific assignment
2. Quality of technical proposal, in particular the proposed approach and methodology
3. Competitiveness of financial proposal
For a JV, its leader and any member that has its registered office outside the Client's country shall fulfil each of these criteria.
An application that does not meet any of these requirements will be rejected.

7. The Consultant/ firm will be selected in accordance with the AFD Procurement Guideline on ‘‘Procurement of Consulting Services’’ and The Tanzania Public Procurement Regulations G.N 446, 2013 of the Public Procurement Act No. 07 of 2011 on ‘‘Procedures for Selection and employment of Consultant’’ as ammended in 2016

8. Among the submitted applications, Tanzania Agricultural Development Bank (TADB) will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.

9. In order to confirm eligibility for AFD Financing interested firms shall submitt (as part of the expression of interest) a duly signed ‘statement of intergrity, which is appended to this REOI and can be requested at the eamil address provided below or downloaded from the AFD website: https://www.afd.fr/en

10. Expression of Interest in one (01) Original and Four (04) copies must besubmitted in sealed envelope cleary marked ‘‘Expression of Interest for ‘‘Provisions of Consultancy services on Improving Agriculture Financing in Tanzania; Tender No: PA/135/2022/HQ/C/03 and delivered to the address below not later than Monday 6th June, 2022 at 11:00 Local Hours.
