1. Ahmedabad also known as Amdavad in Gujarati pronunciation is the largest city and former capital of Gujarat. It is the
administrative headquarters of the Ahmedabad district and the seat of the Gujarat High Court. It is the sixth largest city
and seventh largestmetropolitan area of India with a population of more than 6.3 million and an extended population
of 7.8 million. Ahmedabad is located on the banks of the Sabarmati River. It is located 30 km from the state capital
Gandhinagar, which is its twin city. Gandhinagar, the Capital of Gujarat, is a systematically planned city on the lines of
Chandigarh. The city is divided in 30 well-planned sectors, which are generally self-contained. The core of the city is the
Assembly Building (Vidhan Sabha) with administrative offices and Secretariat surrounding it. The wide roads, lined with
trees are crossing at right angles to each other and have lawns on both sides. The tree cover in Gandhinagar is one of
the biggest in India.
2. Gujarat Metro Rail Corporation (GMRC) Limited, a Special Purpose Vehicle established under the Companies Act, 1956
(hereinafter referred to as “GMRC” or “the Company” or “the Employer” or “the Client”), invites Tenders in a single-stage

Envelope – 3: Signed & stamped Tender document along with Addenda & Clarifications (if any) to be submitted in
physical form only.
The envelopes – 1, 2 & 3, as mentioned above, shall be wrapped in an outer envelope addressed to designated officer,
duly super scribing on top the Tender No., Name of the work, time and date of submission. The envelope should also
bear the name and address of the Tenderer.
Bidder shall submit his technical bid with index, page numbering and sign & stamp on each page by the authorized
signatory of tenderer holding PoA. The submission in loose papers may hamper the evaluation process, hence bidder
are requested to submit their bids accordingly. Financial Bid is not to be submitted in the physical form and it must be
submitted online only at https://gmrc.nprocure.com.Both the submissions (i.e. Physical & Online) are to be submitted
before the last day of bid submission as per the date and time mentioned in NIT. Instructions for online bid submission
are furnished in ITB.
12. Submission of Tender after due date and time shall not be accepted under any circumstances. It shall be the
responsibility of the bidder/tenderer to ensure that (a) Technical Bid is to be submitted in physical form & is also to be
uploaded online at e-tendering portal https://gmrc.nprocure.com and (b) Financial Bid / Price Bid is to be submitted
in the online form on e-tendering website https://gmrc.nprocure.com before the deadline of submission.
GMRC will not be responsible for non-receipt of tender submission as mentioned above due to any delay and/or loss
etc.

Tender Security of the requisite amount in the form of a Bank-Guarantee/Demand Draft/ Fixed Deposit/ Banker’s
Cheque as described in ITB-16.
14. GMRC reserves the right to accept or reject any or all proposals without assigning any reasons. No tenderer shall have
any cause of action or claim against the GMRC for rejection of their proposal. GMRC also does not bind itself to accept
the highest price. GMRC shall award of work after evaluation looking into the feasibility, capacity, and competency of
the agency.
15. If any Scheduled event(s) of tender activity falls on a public holiday, then the same will be conducted on the next working
day at the same mentioned time.

Introduction and General Instructions:-
GMRC Ltd., a Special Purpose Vehicle of the Government of India and Government of Gujarat, is implementing the
Ahmedabad Metro Phase-2 Rail Project Phase-2. There are two corridors Motera Stadium to Mahatma Mandir Corridor of
22.838 Kms and GNLU to GIFT city Corridor of 5.416 Kms, comprising elevated stations and 01 Depots. GMRC envisaged
implementing an open loop ticketing system for the Ahmedabad Metro phase-2.
To accelerate the said ticketing plan in a cost-effective and timely manner Ahmedabad Metro Phase-2 intends to implement
the Smart Ticketing System which comprises the Automatic Fare Collection (AFC) solution and the EMV based contactless
Smart Card & QR Code system.
The proposed business model envisages a consortium with the financial institution as the prime bidder. The consortium would
be responsible for setting up the AFC solution along with the EMV based contactless smart card & QR Code system. The AFC
solution provider is the mandatory member of the consortium. In this model, the complete capital expenditure is offset by a
Financial Institution led consortium. FI, which is the prime bidder can act as acquirer as well as issuer bank.
Prime bidder, as part of itstechnical proposal, is allowed to propose one entity for the role of AFC provider and the consortium
should not comprise more than 4 members including prime bidder in the consortium subject to the following conditions:
i. Each of the entities proposed in consortium shall meet the Eligibility criteria for the member as requested in RFP and
bid submission requirement including relevant bidding forms. Prime Bidder is required to include all relevant details
of each entity as per the bidding forms provided in the RFP.
ii. Prime bidder shall also attach Memorandums of Understanding (MoU) (original copy) or Letter of the intent (FORM
TECH 2) as per ITB 3.1 signed with each member proposed in consortium, i.e. one MoU or Letter of the intent per
member as per ITB 3.1 and prime bidder, which establishes:
a. The role of each consortium member executing scope of services and requirements of the RFP
b. The formal declaration of proposed members consent on back-to-back arrangement for the RFP and ensuing contract
with the Prime bidder and the Technical and Financial Proposal submitted by the Prime Bidder.
c. All members (FI & Other consortium members including AFC Provider) shall have Joint & Several liabilities for the
proposed services.
iii. GMRC shall evaluate each of the entities proposed in consortium member as per the eligibility criteria set out in this
RFP.
iv. Before the expiration of the period of bid validity, the Employer shall notify the successful Bidder, in writing, that its
bid has been accepted. The notification letter (hereinafter and in the Conditions of Contract and Contract Forms
called the “Letter of Acceptance”) shall be issued to the successful bidder seeking the acceptance of LoA.
v. Gujarat Metro Rail Corporation Limited also plans to extend its services to offer contactless smartcard-based
ticketing system to Ahmedabad metro parking services and other mode of transport, etc in Ahmedabad and can
potentially extend to other transit agencies like cabs/autos also. AFC system could be extended to Private Bus
operators based on their voluntary adoption of the proposed AFC system.
