Consultant profile
The Consultant may be a consulting firm or a consortium of firms specializing in climate finance for development financial institutions and who is experienced in providing support in the areas of economic financing (macro scale) and banking (micro scale). He/She must have proven experience in project engineering in multi-stakeholder environments involving in financial institutions. It must also demonstrate its ability to mobilize high-level expertise in the banking and financial sectors and climate finance support.


A candidate should have:
• Experience with climate finance, and development finance, in both developing and developed countries is a considerable advantage ;
• Strong analytical and modeling skills, with full knowledge of excel functions;
• Hands-on project management experience, an ability to efficiently manage a large number of activities simultaneously and to navigate through complex environments;
• On the ground experience of working in the Rwandan green financing would be an added advantage;
• At least 5 years of professional experience in technical activities related to carbon market mechanism and designated operational entity requirements
• Ability to engage the private sector to become project partners, co-developers, investors, etc.;
• Good knowledge of main institutions and stakeholders in the Rwandan finance market and key public sector players would be an advantage;
• Background knowledge about the SDGs, United Nations, UNDP, GCF;
• Experience in designing and delivering large scale capacity building programs for Financial Institutions;
• Strong interpersonal, cross-cultural and team player skills, yet with a capacity to work effectively on an independent basis
• Familiarity with modern techniques of knowledge dissemination, capacity to organize and manage seminars, ability to supervise team of consultants.
• Education background should be economics, finance, business administration and other relevant discipline.
• Proficiency in written and spoken English is a requirement. Knowledge in French is an added advantage.

In total, the team proposed by the Consultant will need to have strong expertise in the areas outlined above and could be organized as follows (indicative proposal, the Consultant being free to adapt his team proposal with justification):
- Senior Project Leader: An experienced international level consultant with proven experience (minimum 15 years of international experience) in (i) the design of climate finance investment and strategy development in the financial sector, and (ii) the financial sector in Rwanda or East Africa. The Head of Mission should have strong skills in project management, governance and management of financial institutions, capacity building in the banking sector, communication and management. He will have to master the workings of the Rwandan financial ecosystem. Beyond a strong involvement in the realization of the study, the Head of Mission will be mobilized to present the results and validate the deliverables.
- Bank / Finance Expert: Experienced international consultant with proven experience (minimum 10 years of international experience) in (i) the design and/or management of projects financed by international development institutions in the financial sector (ideally in the African context) and (ii) the financial sector in Rwanda or East Africa, including operational banking functions, audit / banking advisory and/or project management assistance in the sector.

In addition to this expertise and depending on the nature of his technical offer, the Consultant may propose additional expertise in specific fields.

TENDER NOTICE : RFP No. 010/08/2022/BRD/HC&CS/CS

ASSIGNMENT TITLE: CONSULTING SERVICES- CLIMATE STRATEGY

The Development Bank of Rwanda (BRD) Plc, (hereinafter called "Client") has received financing from Agence Française de Développement ("AFD") toward the cost of Technical Assistance to BRD. The Client intends to apply a portion of the proceeds of this financing to eligible payments under the Contract for which this Request for Proposals is issued.

The Client now invites Proposals to provide the following consulting services (hereinafter called "Services"): Climate strategy. More details on the Services are provided in the Terms of Reference (Section VII). This Request for Proposals (RFP) is addressed to all interetsed and qualified bidders.

The Request for Proposal in English may be obtained from procurement office from 19/08/2022 during office hours (8:00 am to 6:00 pm, Local time) upon presentation of proof of payment of a non-refundable fee of Twenty Thousand (20,000 Frw) deposited on the account Nº 593412700910118 of BRD opened in BPR Bank.

Well bound and sealed proposals presented in 3 hard copies one of which marked “Original” and 2 hard copies marked "Copy" of the bids. The bids shall be valid for a period of 90 calendar days and should be submitted in BRD procurement office at the address BRD HQ, PO BOX 1341, Kigali Rwanda, not later than, 19/09/2022, at 10:00am prompt local time.

Please note that technical proposals will be separated from financial proposals, put in separate envelopes, and written in English. The two proposals being put in an outer envelope will bear name, address of the bidder, reference of the tender notice and shall be marked as follows:
“CLIMATE STRATEGY SERVICES”

The best bidder shall be selected under and in compliance with the Quality Cost Based Selection method (QCBS) as described in the Request for Proposals.
