Eligibilité des Soumissionaires:   A firm should have extensive proven record and experience in developing successful learning and development strategies, policy, process, procedures and tools, and its implementation in banking sector of a similar size with BRD,
The firm should provide the following key staff and expertise:
1.Team Leader
•A certified Training and Development expert by an international reputable organization.
•Minimum Bachelor’s degree in business or a related field
•Over 10 years’ experience in training and development of which 5 years are in financial institutions of a similar size as BRD.
•Evidence of strategy development work with at least 2 organizations in financial institutions of a similar size as BRD.
•Exceptional interpersonal, communication, writing and analytical skills.
•Ability to gather, analyze and generate information for decision making purposes.
•Proficiency in written and spoken English is a requirement, knowledge in French is an added value.
2.HR Expert
•Minimum bachelor’s degree in human resources management
•A minimum of 7 years’ proven experience in analyzing and addressing human resource development needs in a corporate environment.
•Evidenced experience of developing Human Resource development strategies in a corporate environment A certified Training and Development expert by an international reputable organization.
•A minimum of 5 years’ proven experience in training and development with organizations of similar size as BRD.
•Hands-on experience with a Human Resources Information Systems (HRIS)
•Proficiency in written and spoken English is a requirement, knowledge in French is an added value.
In addition to this expertise and depending on the nature of technical offer, the Consultant may propose additional expertise in specific fields.

TENDER NOTICE : RFP No. 016/08/2022/BRD/HC&CS/CS
ASSIGNMENT TITLE: CONSULTING SERVICES- LEARNING AND DEVELOPMENT
The Development Bank of Rwanda (BRD) Plc, (hereinafter called "Client") has received financing from Agence Française de Développement ("AFD") toward the cost of Technical Assistance to BRD.
The Client now invites bidders to provide the following consulting services (hereinafter called "Services"): Learning and Development. More details on the Services are provided in the Terms of Reference (Section VII). This Request for Proposals (RFP) is addressed to all interested and qualified bidders.
The Request for Proposal in English may be obtained from procurement office from 07/09/2022 during office hours (8:00 am to 6:00 pm, Local time) upon presentation of proof of payment of a non-refundable fee of Twenty Thousand (20,000 Frw) deposited on the account Nº 593412700910118 of BRD opened in BPR Bank.
Well bound and sealed proposals presented in 3 hard copies one of which marked “Original” and 2 hard copies marked "Copy" of the bids. The bids shall be valid for a period of 90 calendar days and should be submitted in BRD procurement office at the address BRD HQ, PO BOX 1341, Kigali Rwanda, not later than, 06/10/2022, at 10:00am prompt local time.
Please note that technical proposals will be separated from financial proposals, put in separate envelopes, and written in English. The two proposals being put in an outer envelope will bear name, address of the bidder, reference of the tender notice and shall be marked as follows:
“CONSULTANCY SERVICES-LEARNING AND DEVELOPMENT”
DO NOT OPEN EXCEPT IN PUBLIC SESSION ON 06/10/2022

The best bidder shall be selected under and in compliance with the Quality Cost Based Selection method (QCBS) as described in the Request for Proposals.
The technical proposals will be immediately opened in the presence of the bidders’ representatives who wish to attend the opening session in BRD meeting room.
