1. The Morogoro Urban Water Supply and Sanitation Authority (MORUWASA) through the Government of the United Republic of Tanzania has received funds from the Agence Française de Développement (the French Development Agency) towards the cost for Supply of Five (5) Cesspit Emptier Trucks. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Supply of Five (5) Cesspit Emptier Trucks.

2. Bidders wishing to offer discounts in case they are awarded a contract will be allowed to do so provided those discounts are included in the Price Schedule Form.

3. The MORUWASA now invites sealed bids from eligible bidders for the procurement of Five (5) Cesspit Emptier Trucks (“the Goods”).

4. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of Procurement Management Unit, Morogoro, Urban Water Supply and Sanitation Authority, 30 Barabara ya Mazimbu 67105 Uwanja wa Sabasaba,P.O.Box 5476, MOROGORO-TANZANIA.Telephone: +255 23 2614214/2934277, E-mail:afd.project@moruwasa.go.tz, Cc. pmu@moruwasa.go.tz , md@moruwasa.go.tz, and inspect the Bidding Documents between the hours of from 08.00am local time – 15.30pm local time on Mondays to Fridays inclusive except on public holidays.
5. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Tshs. 200,000/= or EURO 100. The method of payment will be a direct payment to the National Microfinance Bank (NMB), Morogoro Wami Branch with the following account number, for EURO currency account number is 22110084800, account name MOROGORO WATER AUTHORITY and for Tanzania, Shillings account number is 22110084789, account name MOROGORO WATER AUTHORITY. The document will be sent by physical delivery to MORUWASA or by email.

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods.

7. Bids must be delivered to the Secretary of Tender Board, Morogoro Urban Water Supply and Sanitation Authority, 30 Barabara ya Mazimbu 67105 Uwanja wa Sabasaba, P.O.Box 5476, MOROGORO – TANZANIA on or before 10.00am local time on Tuesday 22nd November 2022 and must be accompanied by a Bid security in an acceptable form in the amount of EURO 24,000 or Equivalent in Tzs.

8. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 10.00am local time on Tuesday 22nd November 2022 at the offices of Procurement Management Unit, Morogoro, Urban Water Supply and Sanitation Authority, 30 Barabara ya Mazimbu 67105 Uwanja wa Sabasaba, P.O.Box 5476, Morogoro Municipality – TANZANIA.

9. Qualification criteria are as follows:

(a) Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website: https://www.afd.fr/en /bid-invitations-and-procurement.
(b) Financial situation and performance (i.e financial capabilities and average supplier annual turnover).
(c) Similar and specific experience.
(d) Compliance to technical specifications offered in Sect.VII-3 of the bidding document.
