1. The Government of the Republic of Angola has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP 2) and intends to apply part of the proceeds toward payments under the contracts for Construction of 1,705 household latrines/toilets and 265 Container Based System (CBS) toilet in the City of Uige. These Contracts which are subject to this RFB shall be implemented within the context of the Component 5 “Piloting of Small-Scale Sanitation Service Delivery in Peri-Urban Areas”
2. The Financial and Contract Management Unit (FCMU-WB/AFD) Ministry of Energy and Water (MINEA) now invites sealed Bids from eligible Bidders for the Construction of Pilot Small-Scale Sanitation Service Delivery in the City of Uíge in the area served by Uige’s Water Supply Network coverage.
3. The contracts consist of the following phases and durations:
a. Construction phase:
i. Lot 1: 24 months
ii. Lot 2a: 24 months
iii. Lot 2b: 24 months
b. Defects liability period (DLP) for each lot of 12 months.
4. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
5. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" dated July 2016 and revised in November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
6. Interested eligible Bidders may obtain further information and inspect the Bidding document during office hours 09:00 am to 03:00 pm at the address given below
7. The Bidding document in English may be obtained electronically free of charge by interested eligible Bidders by email at the address below.
8. Bids must be delivered to the address below on or before 10 January 2023 Electronic Bidding will be permitted. Late Bids will be rejected.
9. All Bids must be accompanied by a Bid Security or an equivalent in local currency or any freely convertible currency as follows:
a. Lot 1: The amount and currency of the Bid Security shall be USD 30,000.00 (thirty thousand US Dollar) or an equivalent in local currency or any freely convertible currency.
b. Lot 2a: The amount and currency of the Bid Security shall be USD 25,000.00 (twenty-five thousand US Dollar) or an equivalent in local currency or any freely convertible currency.
c. Lot 2b: The amount and currency of the Bid Security shall be USD 20,000.00 (twenty thousand US Dollar) or an equivalent in local currency or any freely convertible currency.
10. For Electronic Bids, bidders must include scanned copies of the Bid Securities in the bid and submit the original Bid Securities by courier to the FCMU by 27 January 2023.
11. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend virtually via Skype on 10 January 2023.
