Assignment Title: SECOND TECHNICAL ASSISTANCE TO WATER AND ELECTRICITY REGULATORY ENTITY (IRSEA)

The Government of Angola has received financing from the World Bank and French Agency for Development toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.
The Consulting Services (“the Services”) are for the Second Technical Assistance to the Water and Electricity Regulatory Entity (IRSEA). The scope of the services includes:
• Supporting the Regulatory Entity in the implementation of the regulatory framework and its specific regulations for the water and sanitation sector;
• Supporting the Regulatory Entity in strengthening its capacities to fulfil its mandate;
• Developing an organizational structure appropriate to the Regulator’s attribution and competence;
• Reviewing and implementing a training program for the Regulator.
The duration of the assignment is thirty-six (36) months

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General relevant experience (core business, years in business); Specific experience in the field of the assignment and in similar regions/condition; Technical and managerial organization of the firm. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
