CONSULTING SERVICES – FIRMS SELECTION
FEASIBILITY AND ENGINEERING STUDIES FOR THE REHABILITATION OF 1500HA (IN EACH PROVINCE) OF IRRIGATED SCHEMES ON PROVINCES OF CUANZA SUL, HUAMBO, BIÉ, HUÍLA AND LUNDA SUL

The Government of Angola has received financing in the amount of US$ 230 millions from the World Bank and the French Development Agency (AFD) to finance the the Commercial Agriculture Development Project (CADP), whose objective is to increase the productivity of commercial agriculture and market access for selected beneficiaries in the project areas, intends to apply part of this funding to contracting consulting firms for Feasibility and Engineering Studies for the Rehabilitation of 1500ha (in each Province ) of irrigated Schemes on Provinces of Cuanza Sul, Huambo, Bié, Huíla and Lunda Sul.

The specific objectives of the consultancy will consist of carrying out the feasibility study, engineering projects for the works (including preliminary design and execution project), specifications for the works and Terms of Reference for the contracting of inspection companies for each work, and projects management and maintenance of the projected works, making it possible to define more precisely the modalities of support for the development of irrigated agriculture, in terms of:
1. Choosing the perimeters to be rehabilitated;
2. Definition of technical rehabilitation modalities, in the form of executive engineering projects and management projects for the operation and maintenance of the rehabilitated and/or built facilities;
3.Definition of maintenance and exploitation modalities;
4.Proposing a management consultancy device to organizations benefiting from these infrastructures;
5. The area of intervention of the contract(s) will be in the Provinces already mentioned.

The service to be performed will be divided into 5 lots, (lot 1 - Cuanza Sul Province; lot 2 - Huambo Province; lot 3 - Province of Bié; lot 4 - Huila Province; & lot 5 - Lunda Sul Province) that will be awarded independently, according to the most advantageous proposals under the terms of the tender.

The consultants must indicate for which lot they are applying.

The duration of the consultancy, for each lot, will be 12 months and the estimate of man-month, for each lot, is 95.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The project invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the necessary qualifications and general and relevant and specific experience to perform the Services: (i) Experience in preparing irrigation projects for areas greater than 150ha, including drawing up a base of GIS data (ii) Experience in data collection, either for social identification of communities or for classification of agricultural typologies (value chains), (iii) Experience of working in Sub-Saharan Africa, in irrigation projects. (iv) Work experience in the area of studies of environmental and social safeguards. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

According to the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
