STUDY FOR UPDATING THE AGRO-ECOLOGICAL CHARACTERIZATION OF ANGOLA REGION 1 - CABINDA, ZAIRE, UÍGE, BENGO AND LUANDA

The Government of Angola has received financing in the amount of US$ 230 millions from the World Bank and the French Development Agency (AFD) to finance the the Commercial Agriculture Development Project (CADP), whose objective is to increase the productivity of commercial agriculture and market access for selected beneficiaries in the project areas, intends to apply part of this funding to contracting consulting firm for Study for the Updating of the Agro-Ecological Characterization of Angola, Region 1 - Cabinda, Zaire, Uíge, Bengo and Luanda.
The main objective of the study is to update data and grounded knowledge about the agro-ecological reality of Angola as a premise for the strategic planning of the development of the agricultural sector and for the sustainable use of natural resources, through the delimitation of zones of ecological adaptability differentiated for the Agricultural, Livestock and Forest Systems. The specific objectives of the study are:
• The review of the agro-ecological zoning of Angola and the delimitation and characterization of each zone in its morphological, topographical, geological, pedological, climatic, soil and vegetation aspects, as well as the agrarian systems in presence and the livelihoods of the populations.
• The concentration and integration in a single georeferenced database of information on Angola in the fields of socioeconomics, geomorphology, geology, climatology, vegetation, soils and agrarian systems and land use;
• The spatial delimitation of agro-ecological zones endowed with specific agricultural aptitude;
• The involvement of university and research institutions in order to contribute to the local appropriation of the knowledge generated and the technologies and tools used and developed, which maximizes the possibilities of knowledge to be subsequently applied;
• Identify agro-pastoral zones, characterizing the potential of pastures for raising cattle of all kinds and purposes.
The duration of the consultancy will be 400 days and the estimate of man-month is 75.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The project invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the necessary qualifications and general and relevant and specific experience to perform the Services: (i) Have experience of at least 15 years in the preparation of studies on agricultural sciences and other studies of an investigative nature; (ii) Demonstrate knowledge of the country's agricultural sector; (iii) Have proven experience of participating in initiatives related to matters of the agricultural sector or others necessary for the proper preparation of the study; (iv) Demonstrate knowledge of methodologies and tools for collecting and systematizing data in the areas of natural and environmental sciences; (v) Considering the approach of land use systems and agrarian systems, it will be considered a differentiating factor that the company that has already developed at least two relevant studies; (vi) The company must assemble a multidisciplinary technical team, made up of competent personnel with enough experience to carry out the different specialized tasks. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
According to the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
