A State Government is promoting the development of several state-supported and private sector led revenue-generating greenfield infrastructure projects through public private partnership (“PPP”) arrangements. The project will potentially adopt the DBFOM delivery model or an equally suitable PPP model, which will be supported by an ISPO and be backed by a guarantee provided by InfraCredit as credit enhancement for the projects in connection with the capital raise.
The project being considered under this scope is a 4km toll road connecting a proposed technology village to the state.
A State Government recently entered a Joint Venture for the development of 67 hectares of land on its Corridors into a technology Village. The technology village has secured significant interest from major tech players, and the Family Homes Fund has also indicated willingness to develop an innovative and demonstration housing Estate within the Technology Village.
To improve the viability of the technology village, the State Government intends to develop this toll road from the Technology Village that links the technology Village with the state. The road will open up other corridors on its way and improve the economic profile of the general area. The road potentially supports decongestion of existing surrounding roads.


Submission
In the response to this Request for Expression of Interest, the selected consultant is expected to submit an expression of interest which will include the following information:
• Executed Statement of Integrity, Eligibility and Environmental and Social Responsibility in the form attached in the Appendix.
• Detailed experience in similar assignments in line with the evaluation criteria as stated in section iii above.
