Eligibilité des Soumissionaires:   The skills required for conducting this evaluation are those of a team of experts in the following fields:


Team leader : strong knowledge and professional experience of at least 10 years in project evaluation. An experience conducting training and using educational materials would be highly appreciated. Experience in accompanying video projects would be a plus.

Experience in the area of development co-operation;
- technical and sector knowledge and expertise in the fields of Urban Development, Urban Planning, Urban Engineering, Urban Finance;
- experience in the region of the partner country or in similar countries (Kenya or East Africa);

- Experiences in qualitative data collection methods and methodological approaches for impact evaluation
- Experience in producing pedagogical materials in the urban and or development field.
- Adequate language skills – English is compulsory and French, Kiswahili and Dholuo would be an added advantage.
- Experience in leading participatory reflections and discussions would be highly appreciated.

Video production specialist:

o Good knowledge and understanding of development issues; good understanding of the issues specific to the region. Experience in realizing documentary films
o Experience in creating accessible, engaging and educational formats, while being able to work on complex subjects ability to produce an original concept, a detailed script, extensive filming plans, and high-quality video. Ability to synthesize, conduct interviews, follow up, put people at ease. Excellent knowledge of editing software. Excellent knowledge of English, French would be a plus. Own high quality professional video and audio equipment.


The team should be gender balanced.

Restricted consultation process – Request for Proposals for Ex-Poste Evaluation of the Kisumu Urban Project (KUP) in Kenya

The AFD (Agence Française de Développement) office in Nairobi has the pleasure to invite you to submit a proposal in connection with the above-mentioned assignment. The AFD intends to select a firm to conduct an ex-poste evaluation of the Kisumu Urban Project (KUP) financed by the AFD. Details of the assignment are contained in the Terms of Reference (Annex I).

Instructions to bidders providing details on structuring of your proposals and evaluation of the proposals are provided in Annex II.

Proposals should be submitted to the following AFD e-mail addresses:

The deadline for submission of proposals is Tuesday 31st January 2023 at 12 NOON (East African Time).

Proposals that are incomplete, delivered late or that do not meet the criteria imposed by the AFD shall be rejected.

All costs incurred by the service provider in preparing their proposal shall be borne by the service provider.

We will appreciate if you could confirm your intention to submit a proposal.
