The Government of Angola has received financing from the World Bank and French Agency for Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2), whose objective is to strengthen the institutional capacity and efficiency of the Angolan’s agencies in the water sector to improve access to water service delivery. The project is being implemented by the Ministry of Energy and Water.
The FCMU-WB/AFD of the Ministry of Energy and Water (MINEA) now intends to hire a firm to provide Engineering Consultancy Services for the Design and Supervision of the Construction of Condominial Network, with Anaerobic Baffle Reactor Treatment Plant and the Engagement of Behaviours Change and Communication campaigns (BCC) in Malanje City. The consultant will carry out the designs for new household sanitation facilities and upgrading of the sanitation at household level for connections to the condominial network, including provision of BCC services. The facilities to be designed are Pour flush, Inspection chambers, sewer lines and Anaerobic Baffle Reactor Treatment Plant. In addition to the designs to be produced the consultant will be fully responsible for the BCC services and construction supervision of all the infrastructures to be designed and constructed under this assignment.
In support of the above the Consultant will conduct the Behaviour Change Campaigns in the City and involve the Selection of Service Options based on CLUES Approach, elaborate and implement the Stakeholder Engagement Plan and the Grievance Redress Mechanism Plan, and testing and commissioning of “Piloting Small-scale Sanitation Service delivery in Peri Urban Areas”.
In this context this assignment will require a Consulting firm Service with combination of Engineering and social services expertise to undertake the tasks mentioned in the Scope of Works. For the firm wishing to aggregate their expertise through Joint Venture (JV) then inclusion of a WaSH’s core business NGO is advisable or the inclusion of the NGO as a designated subcontractor for this assignment. In the case where the NGO will be involved, the technical profile and experience of the NGO shall be part of the proposal. The involvement of the NGO will be considered a plus in the evaluation.
The services of BCC have been found out to be efficiently done by NGO, when it comes to mass intervention and participation, they are indispensable. The core behaviour changes focus is to develop a BCC program for Condominial sewerage household connection, FSM uptake and in close coordination with PWSU and in a learning development model.
The assignment consists of the following phases and durations:
(a) Design phase 1: Detail Engineering Design 8 months (7 months design and one month Client approval period);
(b) Construction Supervision Phase 2: 18 months (time-based contracts running simultaneously); followed by
(c) Defects liability period (DLP) of 12 months for each Lot.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Client now intends to hire a consulting firm with at least 15 years´ experience in sanitation, wastewater engineering design and construction supervision as well as having at least 10 years´ experience in in the development and implementation of Behaviour Change Communications (BCC) studies and programs.
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations, setting for the World Bank’s policy on conflict of interest.
