INTEGRATED SECURITY OPERATION CENTRE (ISOC) -EPC +Financing

1. The Employer, Ethiopian Electric Power (EEP), is inviting interested applicants to EPC +Financing
contract for INTEGRATED SECURITY OPERATION CENTRE (ISOC) / EEP/PP//PQ/01/2023/.
The Employer intends to prequalify firms for INTEGRATED SECURITY OPERATION CENTRE
(ISOC).
2. The overall Project objective is having state-of-the art INTEGRATED SECURITY OPERATION
CENTRE (ISOC) in order to be able to protect, monitor, control, respond and recovery cyber-related
security breaches or anomalous behaviour, in real or near real-time in the entire network and systems
in power plants, Substations and Control Centers.
3. The EPC+Financing -Project will be implemented on a turnkey basis.
4. The successful EPC Contractor shall design, manufacture, supply, implement, test, integrate,
commission and fully functional main and back-up of ISOC with the following main components but
not limited to:
 An Integrated Security Operation Centre (ISOC) with the role of identify, protect, detect, respond
and recover cyber-related security breaches or anomalous behaviour, in real or near real-time in
the entire network and systems in power plants, Substations and Control Centers with full
visibility and communication to all RTUs, SASs and HMIs at approximately 200+ existing
substations and power plants and control centers with redundant communication channels and
systems.
 The Scope also includes a comprehensive overseas and local training program covering all areas
of supply.
5. A complete set of bidding document in English language may be purchased by interested eligible
Bidders upon the submission of a written application to the address below and upon payment of a non-
refundable fee of Ethiopian Birr Five Thousand five Hundred (ETB 5,500) or United States Dollar
One Hundred (USD100) or its equivalent in any freely convertible currency from the Ethiopian
Electric Power, Procurement office. The method of payment shall be in cash or cashier’s cheque or
through telegraphic transfer to EEP Transmission Construction A/C No.: 1000252665203,
Commercial Bank of Ethiopia (CBE), Arada Giorgis Branch, Swift Code: CBETETAA; and EEP
BUMBUNA HPP A/C No.0101181300051, National Bank of Ethiopia (NBE), Swift Code:
NBETETAA, for ETB and Foreign Currency Account respectively starting from 10 April, 2023. The
document will be sent by email for those paying the fee from outside Ethiopia.
6. Applications for prequalification should be submitted in sealed envelopes, delivered to the address
below by 15 th May 2023 till 4:00 PM and be clearly marked ‘application to prequalify for the EEP
INTEGRATED SECURITY OPERATION CENTRE (ISOC) project, EEP/PP/PQ/01/2023.
