1. The Federal Democratic Republic of Ethiopia has received funds from the Agence Française de Development
(the French Development Agency) towards the cost of Supply of OPGW and its accessories. It is intended that part
of the proceeds of these funds will be applied to eligible payments under the contract for Procurement of Supply
of OPGW and its accessories.
2. The Ethiopian Electric Power (EEP) now invites sealed bids from eligible bidders for the procurement of
Supply of OPGW and its accessories.
3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office
Ethiopian Electric Power Head Office and inspect the bidding document during office hours 8:00AM up to 5:00PM
from Monday to Friday at the address given below Attention:Kefyalew Mergiya – Procurement Director

4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written
application to the below address and upon payment of a non-refundable fee of Birr 5,000.00 (Five Thousand Birr) or
its equivalent in a freely convertible currency. The method of payment shall be in cash or cashier’s check or through
telegraphic transfer to EEP Transmission Construction A/C No. 1000252665203, Commercial Bank of Ethiopia
(CBE), Arada Giorgis Branch and EEP BUMBUNA HPP A/C No. 0101181300051, NATIONAL BANK OF
ETHIOPIA (NBE), Swift Code: NBETETAA, for ETB and USD respectively.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence
Française de Développement’s Bidding Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 2:00PM Local Time on (Addis Ababa) July 11, 2023 and must
be accompanied by a bid security amount USD 36,000.00 (Thirty Six Thousand)
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 2:00PM Local
Time on (Addis Ababa) July 11,2023 at the offices of Mexico K Kare Center 1 st Floor, Room No.01
8. Qualification criteria are as follows:
(a) If Bidder is Manufacturer:
(i) Financial Capability
(a) The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s
country, other financial statements acceptable to the Purchaser, for the last five (5) years prior to bid
submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a
joint venture, this requirement shall be met by each member;
(b) A minimum average annual turnover of USD 2,700,000.00which is calculated as total certified
payments received for contracts in progress or completed, within the last five (5) consecutive years
covering the period starting from 1st January 2018. In the event of a joint venture all parties combined
must meet this requirement.
(ii) Specific Experience and Technical Capacity
(a) The Bidder shall demonstrate that it has successfully completed at least two (2) contracts within the
last five (5) years prior to bid submission deadline, each with a value of at least USD 1,440,000.00
each that have been successfully and substantially completed and that are similar in nature and
complexity to the Goods and Related Services under the Contract. For a joint venture, this
requirement may be met by all members combined.

(b) The manufacturer shall have a minimum of Ten (10) years’ experience in manufacturing and
supply of similar types of OPGW Cable and its Accessories. Besides, a minimum of Five (5) years’
experience shall be in manufacturing and supply of similar types of OPGW Cables for orders from
outside the country of the manufacturer. The manufacturer shall furnish a list of purchase with year
and quantity of the product offered with the offer to prove his manufacturing experience. In the
event of a joint venture, each party must meet this requirement.
(iii) Documentary Evidence:
The Bidder shall furnish documentary evidence to demonstrate that the goods it offers meet the following
usage requirement:
a) Copies of the contracts/purchase orders verified by Clients to support the data provided
above including acceptance certificates. The contract/purchase order copies shall also have the
clients’ name, address, contact person phone number and email address and the contract
amount.
b) (b) If Bidder is not manufacturer:
c) If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer
under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer
shall demonstrate the above qualifications,(i) & (ii)(b), and the Bidder shall demonstrate
that it meets (i), ii)(a) and (iii).
