Assignment Title: RESIDENT SAFEGUARDS ADVISOR

The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and French Agency of Development (AFD) towards the cost of the Second Water Sector Institutional Development Project (WSIDP-2), and intends to apply part of the proceeds of the financing to procure the services of a Resident Safeguard Advisor for the Bita Project.
The Resident Safeguards Advisor will to support EPAL (i.e., Public Water Company of Luanda) in the implementation of the Bita Project. The Consultant will assist EPAL in ensuring safeguard aspects of the Bita Project are managed and documented in compliance with applicable environmental and social safeguard policies.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Financial and Contract Management Unit (FCMU) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Resident Safeguards Advisor should demonstrate experience working in projects relevant to the required scope of work in the water sector and financed by bilateral / multilateral funding agencies. The consultant shall provide a description of relevant projects with time inputs, role and contributions.
The Resident Safeguards Advisor must meet the following criteria:
1. Junior to mid-career professional with a Master degree in a relevant field
2. Minimum proven experience of 5 years working in environmental and social risk management.
3. Proven experience in reviewing or supervising environmental and social impact assessments, occupational health and safety plans; with preference given for infrastructure projects or related water supply projects.
4. Preference will be given for candidates with experience in handling social safeguards since the advisor is expected to collaborate closely with the Project’s GRM Specialist.
5. Working knowledge of English and Portuguese is required.
6. Work experience in Sub-Saharan African countries will be an advantage.
The duration of the assignment is 24 months, on a full-time basis, with possibility of extension upon satisfactory performance.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
