Şanlıurfa Metropolitan Municipality (SMM), delegation of the European Union Facility for Refugees in Turkey (FRIT II), within the scope of the Municipal Services Project-I, is planning to tender “Viranşehir-Ceylanpınar Integrated Solid Waste Management Project Construction" works within the frame of AFD tender procedures and methods, from the fund given to the Agence Française de Développement (AFD) with the section provided through ILBANK.
Description of Works;
The Şanlıurfa Metropolitan Municipality (SMM) plans to implement Viranşehir-Ceylanpınar Integrated Solid Waste Management Project. The sub-project area will serve two districts of Şanlıurfa province (Viranşehir and Ceylanpınar) with a total of 302.3 thousand inhabitants plus 44 thousand Syrians (in 2021) who generates 97,000 tons solid waste per year.
Majority of The Project components will be located in Ceylanpınar District (Approximately 20th km of Ceylanpınar – Viranşehir Road) whilst the transfer station will be constructed within the boundaries of Viranşehir District. The sub-project consists of:
(i) Construction of Solid Waste transfer Station in Viransehir,
(ii) Waste treatment: Sorting and recovery facilities for packaging waste and composting facility for the biodegradable fraction
(iii) Waste disposal: A regional sanitary landfill,
(iv) A leachate treatment plant
(v) A flaring system/LFG Recovery Facility (Only design and construction of flare and main collectors),
(vi) Rehabilitation of old dumpsite in Ceylanpınar
With the project, the SMM will achieve an efficient waste collection and transfer system to reduce cost of waste transfer and to benefit from efficiently managed. The sub-project will have an important effect on environment and sanitation, which includes a modern integrated solid waste management system in remote districts of Şanlıurfa as well as rehabilitation of old uncontrolled dumpsites in those locations.
The Employer reserves the right to require changes to the scope of the Works by altering, adding to or deducting from the Description of Works, such changes to be within the Bidding Documents for Procurement of Works.
The Employer intends to initially select a maximum of 6 firms for Construction of Şanlıurfa Viranşehir-Ceylanpinar Integrated Solid Waste Management Project (Design and Build). It is expected that invitations for bid will be made in October 2023.
Interested eligible Applicants may obtain further information from Şanlıurfa Metropolitan Municipality, (address below) during weekdays between 10:00 – 16:00 (local time). A complete set of the Initial Selection Documents in English may be purchased by interested Applicants (a) on the submission of a written application to the address below and (b) upon payment of a nonrefundable fee of 1.000 ₺. The method of payment will be direct deposit to IBAN account TR98 0001 0022 6635 6156 3351 71 (T.C. Ziraat Bankası) The Documents will be sent by post and/or e-mail.
Applications for initial selection, should be submitted with the firm stamp marked on the envelope by clearly writing the full name, trade name, address of the bidder with the works to which the bid belongs and delivered by hand, by post or by courier to the address below by 14:00 (local time) on 11.09.2023. Alternatively, the Applications for initial selection can be submitted electronically under the procedures described in the attachment to this SPN. Late applications will be rejected.
